PUBLIC NOTICE OF REQUEST FOR PROPOSALS (RFP) for
Walnut Woods Playground Replacement Project #CDBG-2026-01
Notice is hereby given that Summit Hill CDC will accept electronic proposals until 2:00 p.m. local time, on March 12, 2026. Late proposals will not be accepted.
SCOPE OF WORK: Remove the existing playground equipment and install new play equipment, and install an ADA compliant sidewalk at the Walnut Woods apartment complex. The scope of work is detailed in the RFP documents. You may contact Rhonda Moore at rmoore@blha.net to request the project documents, which will be available January 20, 2026.
This project is being funded by the City of Bloomington HAND Department, in the amount of $113,000. The estimated start date is April with completion in August 2026.
There will be a one-time pre-proposal meeting and site inspection on February 3, 2026, at 10:30 am local time, starting at 1790 S. Park Avenue, Bloomington, IN 47404. Attendance is not mandatory.
Detailed proposal requirements will be listed in the Project Documents. Summit Hill CDC reserves the right to reject any and all proposals, and to waive irregularities. Proposals are to be good for sixty (60) days. A contract will be awarded to the proposer that provides the most advantageous proposal. Proposal scoring criteria will be provided in the project documents.
Contractors will be required to comply with all applicable Federal, State and Local regulations, codes and requirements relating to, but not limited to, EEO regulations; Davis-Bacon Act wage rates and other Department of Labor contract work hours and safety standards; drug free workplace; federal environmental and lead based paint standards; federal accounting standards; and the HUD Section 3 Act. A successful proposer must be registered and currently active on SAM.gov and may not appear on SAM's suspended or debarred list.
