The stormwater discharge will be from Construction of an electric utility substation. located in NE 1/4 S23, T78N, R25W; NW 1/4 S24, T78N, R25W, Polk County at the intersection of SW 56th Street and Thornton Avenue in Des Moines, Iowa. . Storm water will be discharged from 2 point source(s) and will be discharged to the following streams: Ditch to Fink Creek then Raccoon River. . Comments may be submitted to the Storm Water Discharge Coordinator, Iowa Department of Natural Resources, Environmental Protection Division, 502 E. 9th Street, Des Moines, IA 50319-0034.
