PUBLIC NOTICE OF SUBMISSION OF REQUEST FOR BOND REDUCTION LITTLE BLUE RUN DISPOSAL AREA LBR Acquisition Company, LLC (LBRAC) is providing notice that a Request for Bond Reduction will be filed with the Pennsylvania Department of Environmental Protection (PADEP) in November 2025. The bond reduction is being requested to account for closure construction completed to date and changes that have occurred since the previous Bonding Worksheet submission including: A total of 759 acres of cap has been constructed in 2015 through 2024. Of the original area scheduled to be capped, 155 acres remain. Quantities and costs have been adjusted to reflect the remaining area to be capped and remaining years to complete closure construction, and to eliminate items that are no longer applicable. This public notification is being provided in accordance with Section 287.151 of the Pennsylvania Residual Waste Regulations. The public, host municipality and county may submit comments to the PADEP within 60 days of receipt of the application, recommending conditions upon, revisions to and approval or disapproval of the permit, with the specific reasons described in the comments. Copies of the application will be forwarded to the appropriate municipal authorities by the PADEP. A copy of the application will also be available for review at the PADEP Southwestern Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Appointments to review the permit application may be made by calling (412) 442-4000. Fees for copying may be charged by the PADEP.
