HACP REQUEST FOR PROPOSALS
Fee Accountant Services &
Independent Financial &
Compliance Audit
The Housing Authority of the City of Passaic (hereafter called the Authority) invites proposals from qualified firms for the following:
1. RFP - Fee Accounting Services and Low-Income Housing Tax Credit (LIHTC) Consulting Services
2. RFP - Independent Financial and Compliance Audit of the Authority's programs for the fiscal years ending December 31, 2025, and December 31, 2026.
Only sealed proposals from qualified professional accounting/auditing firms will be accepted until 10:30 AM (prevailing time) on Tuesday, November 25, 2025. Proposals are due in the original and one copy at the Authority's offices, 52 Aspen Place, Passaic, New Jersey 07055, Attention: Ron Van Rensalier, before 10:30 AM (prevailing time), Tuesday, November 25, 2025.
NO LATE PROPOSALS WILL BE ACCEPTED. All proposals must be enclosed in a properly sealed envelope individually marked with the words: 1. "RFP – Request for Proposal for Fee Accounting Services and Low-Income Housing Tax Credit (LIHTC) Consulting Services." 2. "RFP – Request for Proposal for Independent Financial and Compliance Audit."
The successful Compliance Audit firm should be prepared to begin the financial audit by March 1, 2026 (for fiscal yr. 2025), & March 1, 2027 (for fiscal yr. 2026), with the final draft being completed for submission to DCA by April 30, 2026 (for fiscal yr. 2025), & April 30, 2027 (for fiscal yr. 2026). The audit must be performed in accordance with the U.S. General Accounting Office Standards for Audit of Government Organizations, Programs, Activities and Functions, the Single Audit Act of 1996, the provisions of OMB Circular A133, Audits of States and Local Governments and Non-Profit Organizations and in conformance with the State of New Jersey Statutes and Regulations, New Jersey Administrative Code 5:31.7.
Interested firms should visit the HACP website at www.passaichousing.org drop down "About Us," select "Employment & Procurement," select "Procurement" left hand side. The RFP's specify the scope of the services and the requirements for submitting proposals.
No proposal shall be withdrawn for a period of sixty (60) days without written consent of the Authority. The Authority reserves the right to reject any or all proposals and to waive any informality in the proposal process.
This solicitation is being made in accordance with the New Jersey Local Unit Pay to Play law (NJSA 19:44A et seq.) as a "fair and open" process.
