PUBLIC NOTICE
PLEASE TAKE NOTICE that on December 17, 2025 at 7:30 P.M. in the Council Chambers at the Chatham Borough Hall, 54 Fairmount Avenue, Chatham, New Jersey, the Chatham Borough Zoning Board of Adjustment will hold a public hearing on the development application (Application No. ZB 25-015) filed by Jackson House Apartments, LLC (the "Applicant") for the property designated as Block 29, Lot 7 on the official tax map of the Borough of Chatham, also known as 515 Main Street (the "Property"), at which time and place all interested persons will be given an opportunity to be heard.
The Property in question is located in the G-1 Residential District and is presently developed as an apartment complex with 5 apartment buildings facing a center courtyard area, two garage buildings, at-grade parking area, and related site improvements.
The Applicant seeks preliminary and final major site plan approval in connection with the expansion of the existing parking area, the construction of an outdoor patio and grilling area, and the conversion of a portion of the basement area of an existing apartment building located at the southeast corner of the apartment complex to an amenity space that will include a foyer/seating area, community space, exercise room and storage lockers.
The Property has several existing non-conformities that are not impacted by the Application.
An existing lot area of 2.7 acres where a minimum lot size of 3 acres is required. §165-15D(1). The existing apartment buildings are 2½ stories where a maximum building height for garden apartment buildings is 2-stories. §165-15C(1). An existing density of 12.6 dwelling units per acre where a maximum permitted density of 10 dwelling units per acre is permitted. §165-15D(2). An existing side yard setback to the garage at westerly side yard of 2.14 feet where a setback of 25 feet is required. §165-15D(3). An existing setback for the apartment buildings along both property sides of approximately 30 feet from Main Street where a setback of 40 feet is required to any public street. §165-15D(3).
In addition, the Application may require the following bulk variance relief:
The Property is non-conforming with regard to the required number of parking spaces, where based on the number of units, 68 parking spaces are required and 53 parking spaces exist. The application proposes the addition of 7 parking spaces, which will bring the total number of spaces to 60 spaces. The Property is nonconforming with regard to the requirement to provide recreation areas as per §165-15D(5). The Application proposes to construct 642 square feet of outdoor patio area. The Property may also be nonconforming with regard to the required storage areas under §165-15D(6), which requires 200 cubic feet of storage area to be provided in a convenient centrally located area, such as the basement, plus an additional 50 cubic feet of storage area per unit.
Finally, the Applicant seeks all relief including, but not limited to, any approvals, variances, waivers and/or exceptions that the Board may deem necessary in connection with this application.
All plans and documents relating to this application are on file with the Borough's administrative officer and available for inspection in the Clerk's Office at Chatham Borough Hall, 54 Fairmount Avenue, Chatham, New Jersey, at least ten (10) days prior to the public hearing and may be viewed by the public between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday (except holidays).
Interested parties may either in person, or by attorney and ask questions, cross examine witnesses and present testimony and any comments they may have with respect to the Application.
