TOWNSHIP OF RANDOLPH
PLANNING BOARD
PLEASE TAKE NOTICE that Stonington Development, LLC (the "Applicant") has submitted an application to the Township of Randolph Planning Board (the "Board") for preliminary and final major site plan approval and bulk variance relief with respect to certain property located at 821 Route 10, Township of Randolph, County of Morris, New Jersey 07869, more particularly identified as Block 44, Lot 13, on the official tax map of the Township of Randolph (the "Property") and located in the Township's R-11 Multi-family Inclusionary Zone District.
The subject Property is approximately 11.18 acres in size, and currently undeveloped. The Applicant is seeking preliminary and final major site plan approval from the Board to construct a 100-unit multi-family inclusionary residential development on the Property, with associated improvements including driveways, parking areas (both surface and subsurface), stormwater management facilities, lighting, open space and amenity space, and landscaping (the "Project"). The Project proposes the construction of a 5-story multi-family residential building consisting of 50 residential units, and 50 stacked townhouse units contained within four (4) separate building pads. The Project is part of the Township's Third Round Affordable Housing Plan, providing a 20% affordable housing set aside for a total of 20 affordable housing units.
The Applicant seeks the following variance relief pursuant to N.J.S.A. 40:55D-70(c)(1) and/or c(2) and with respect to the Township Code:
§15-20.F.3.D – Maximum Height (Stories) – Multi-Family Building – 4.5 stories are permitted; 5 stories are proposed.
§15-44.6 – Steep Slopes – Permitted Limit of Disturbance – 20-24.99% category (10% permitted; 23% proposed) and >25% category (0% permitted; 6.9% proposed).
The Applicant has also made application and is seeking approval for a tree removal permit, soil movement permit and water and sewer department approval. To the extent deemed necessary, the Applicant is requesting design waivers from various parking and other Township Code requirements.
In addition to the above approvals, the Applicant requests that the application be deemed amended to include, and that the Board grant any additional approvals, variances, exceptions, deviations, or waivers determined to be necessary or desirable in the review and processing of this application, whether requested by the Applicant, the Board or otherwise.
A public hearing on said application will be held by the Board on April 20, 2026, at 7:00 p.m. at the Randolph Township Municipal Building, located at 502 Millbrook Avenue, Randolph, New Jersey 07869 at which time any interested party may appear, if they so desire, either in person, or by attorney and ask questions, cross examine witnesses and present testimony and any comments they may have with respect to this application.
All documents relating to this application are on file with the Township's Administrative Officer in the Office of Planning & Zoning located in the Randolph Township Municipal Building, 502 Millbrook Avenue, Randolph, New Jersey, and are available for inspection during the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday (except holidays).
This notice is being sent to you by the Applicant as required by the State of New Jersey's Municipal Land Use Law (N.J.S.A. 40:55D-10 and 12).
