PUBLIC NOTICE PUBLIC NOTICE FOR SHINTECH LOUISIANA, LLC FOR COMPREHENSIVE PERFORMANCE TEST (CPT) FOR COMPLIANCE WITH HAZARDOUS WASTE COMBUSTOR (HWC) MAXIMUM ACHIEVABLE CONTROL TECHNOLOGY (MACT) STANDARDS FOR HYDROCHLORIC ACID PRODUCTION FURNACE 1 (HAPF-1) SHINTECH LOUISIANA, LLC SHINTECH PLAQUEMINE PLANT SHINTECH PLAQUEMINE PLANT HIGHWAY 405 (RIVER ROAD), PLAQUEMINE, IBERVILLE PARISH, LOUISIANA LAD 081 419 418 In accordance with 40 CFR 63.1207(e)(2), Shintech Plaquemine Plant, EPA Identification Number LAD 081 419 418, located at 26270 Hwy 405, Plaquemine, LA is providing public notice of the availability of the Comprehensive Performance Test (CPT) Plan for the Hydrochloric Acid Production Furnace 1 (HAPF·1). The test plan will be available at the Iberville Parish Library Headquarters located at: Iberville Parish Library Headquarters 24605 J. Gerald Berret Blvd. Plaquemine, LA 70764-0736 (225) 687-4397 or (225) 687-2520 The CPT Plan will be available for viewing during normal business hours from June 4, 2026 through August 3, 2026. The CPT for the HAPF-1 will begin on or after August 3, 2026. The scheduled completion date of the CPT for the HAPF-1 is August 7, 2026, but no later than October 30, 2026. The CPT Plan for the HAPF-1 was submitted to LDEQ on July 28, 2025. The HAPF-1 unit is subject to the Hazardous Waste Combustor (HWC) Maximum Achievable Control Technology provisions in 40 CFR 63 Subpart EEE, which requires that periodic Comprehensive Performance Tests be conducted on the HAPF-1 unit to demonstrate compliance with the standards.
