PUBLIC NOTICE - TOWNSHIP OF TOMS RIVER
PLEASE TAKE NOTICE that the Planning Board ("Board") of the Township of Toms River will hold a public hearing on April 15, 2026, at 6:00 p.m., in the L. Manuel Hirshblond Meeting Room, Toms River Township Municipal Complex, 33 Washington Street, Toms River, New Jersey 08753, for the purpose of reviewing and taking formal action upon the application ("Application") of Community Medical Center, Inc. ("Applicant") for preliminary and final major site plan approval with variance relief for Phase II of its General Development Plan on that certain property designated as Block 535, Lots 2, 19.04 and 32, with street addresses of 79 Highway 37 West, 67 Highway 37 West, and 99 Highway 37 West, Toms River, New Jersey (the "Property"). The Property is located within the Hospital Medical Service (HMS) zone. Formal action may be taken.
By Resolution memorialized on June 15, 2022, the Board granted Applicant approval for its proposed multiphase General Development Plan ("GDP") for a Planned Commercial Development for the expansion of the Community Medical Center campus. By Resolutions memorialized on August 2, 2023 and on September 4, 2024, the Board granted Applicant preliminary and final major site plan approval and amended preliminary and final major site plan approval for Phase I of the GDP, which consists of a Central Utility Plant, a visitor parking garage, and related facilities.
Applicant is now seeking preliminary and final major site plan approval for Phase II of the GDP to construct a seven-story hospital expansion having an 80,000-plus square-foot footprint and an overall expansion area of approximately 444,000 square feet. As part of this Application, the driveway from Route 37 will be reconstructed and the main hospital entrance drop-off reconfigured to improve campus ingress/egress and the patient/visitor arrival sequence, together with the installation of the utility infrastructure, stormwater conveyance improvements, site lighting, and landscape areas necessary to support and integrate the expansion.
Applicant is seeking variance relief under N.J.S.A. 40:55D-70(c) for: (i) maximum building height (100 feet permitted, whereas 105 feet is proposed); (ii) maximum number of signs (2 permitted, whereas 3 are proposed); (iii) location of wall signs (Sign "A" is proposed to be located on a screen wall, which is not permitted); (iv) maximum sign area (110 square feet permitted, whereas 151.5 square feet is proposed for Sign "A"); (v) maximum directory sign area (16 square feet permitted, whereas 27.33 square feet is proposed for Sign "D" and "E"); (vi) maximum directory sign height (6 feet permitted, whereas 6.83 feet is proposed for Sign "D" and "E"); and (vii) minimum ground sign letter height (16 inches required, whereas 8 inches is proposed). There are two preexisting nonconformities for the front yard setback from Route 37 and front yard setback from Hospital Drive that are proposed to remain unchanged. Applicant also seeks any additional exceptions, waivers, variances, interpretations, de minimis exceptions, and other approvals reflected on the filed plans (as same may be further amended or revised from time to time without further notice) and as may be determined to be necessary during the review and processing of the Application.
When the Application is called, interested parties may appear at the hearing or any adjournment thereof either in person or by attorney, ask questions, and present evidence and offer statements or documentation that may be relevant to the Application. The hearing may be continued without further notice on such additional or other dates as the Board may determine.
The application, maps, plans and related supporting materials will be available for public inspection at least 10 days prior to the public hearing in the Office of the Planning Board, 33 Washington Street, Toms River, New Jersey 08753, during regular business hours, which are typically Monday through Friday, 8:30 am to 4:30 pm.
