PUBLIC NOTIFICATION SOLICITATION #SSP-26-218 Vistancia Improvements - Construction Manager At-Risk (CMAR) Vistancia Development LLC, a Delaware limited liability company ("Vistancia") is requesting Statements of Qualifications (SOQs) for a qualified Construction Manager At-Risk (CMAR) to provide pre-construction services and construction services as the CMAR for various Improvement Projects within the Vistancia Community, Peoria, AZ. Improvements may be in part or whole, primarily consisting of roadway infrastructure, parks, trailheads, lift stations, etc. to be determined. The CMAR will serve as the general contractor during the construction of the project(s) and will assume the risk of delivering the project(s) through guaranteed maximum price contract(s). The CMAR may also self-perform work or solicit bids from qualified subcontractors. No pre-SOQ meeting will be held. Pre-Construction phase services may include: Interaction with the design team in the development of the final plans, quantities and value engineering, Develop the guaranteed maximum price (GMP), Identify any long lead schedule items, Provide project construction schedules Construction phase Services may include: Permit procurement, Construction management of improvements, Coordination with the Vistancia representative and the City of Peoria, Maintain the schedule, Bid, award and manage construction related contracts as applicable, inclusive of pay applications, record keeping, lien waiver management, and accounting, Maintain a safe work site Evaluation of the SOQs: Project Team experience, Past performance in "like" projects inclusive of accounting, Project approach, Subcontractor selection plan, Proposed fee structure, Oral interviews may be a part of the selection process All SOQs must be submitted by 2:00 p.m. local time on March 20, 2026 The SOQ total page limit is ten (10) pages, single sided.
