Pursuant to N.C.G.S 143-129, sealed bids are solicited and will be received at Fayetteville Public Works Commission, Administration Building, Conference Room 107, 955 Old Wilmington Road, Fayetteville, NC 28301, until 2:00 p.m. EST, Thursday, January 15, 2026, at which time they will be publicly opened and read.
SINGLE PRIME CONTRACT:
P.O. Hoffer Water Treatment Facility: Construct a GAC Facility to include twelve (12) post-filter GAC contactors, a filter gallery, an electrical room, an intermediate pump station with four (4) vertical turbines can pump, and a backwash pump station with three (3) vertical turbine can pumps. Install yard piping and make connections to existing structures to provide a fully functional post-filter GAC system. Complete building, electrical, instrumentation, and control systems upgrades associated with this work. Start-up and commission all new facilities and associated equipment.
Glenville Lake Water Treatment Facility: Construct a GAC Facility to include ten (10) dual-cell post-filter GAC contactors, a filter gallery, and an electrical room. Construct an intermediate pump station with three (3) vertical turbines can pump and a backwash pump station with two(2) vertical turbine can pumps. Construct a chemical injection/mixing vault and splitter weir box. Install yard piping and make connections to existing structures to provide a fully functional post filter GAC system. Complete building, electrical, instrumentation, and control systems upgrades associated with this work. Start-up and commission all new facilities and associated equipment. The foregoing description shall not be construed as a complete description of all work required. All work shall be done in accordance with PWC technical specifications and standard contract terms.
A MANDATORY pre-bid meeting will be held at 10:00 a.m. EST on Tuesday, December 9, 2025, in the Glenville Water Treatment Plant, 628 Filter Plant Drive, Fayetteville, NC 28301, and via web conference.
All potential bidders attending via web conference must email Shelby Lesane, Procurement Advisor II at procurement@faypwc.com of their intent to attend, and to be added to the meeting. Potential bidders will have the ability to join the virtual meeting via phone and/or via Microsoft Teams. It is encouraged to utilize Microsoft Teams as this pre-bid meeting may contain a presentation of plans and an agenda. Representatives of the Owner and Project Engineer will be available to answer questions. Any formal bid submitted by a Bidder that fails to attend this meeting will be considered an unresponsive bid.
Questions will be fielded at the pre-bid meeting and all prospective bidders are required to attend the meeting. Individual telephone inquiries are prohibited. PWC assumes no responsibility to fully inform absentees of clarifications not issued by addendum.
PWC has received financial assistance from the State of North Carolina (the "State") under the State Revolving Fund Program (SRF). The SRF program includes provisions that establish goals and other requirements relating to participation by certified Minority Business Enterprises (MBE)/Women Business Enterprises, wage rates set forth under the Davis Bacon Act, and requirements of the American Iron and Steel Act. The Bidder to whom the contract is awarded shall comply with the statutory requirements of these provisions as specified within the contract documents. HUB Certified contractors are encouraged to submit a bid for this project.
All bidders are notified that the requirements of the SRF program for Minority and Women Business Enterprise Plan for Construction, Procurement, and Professional Services shall be adhered to in the submission of all bids and shall be made a part of this contract.
Bids must be enclosed in a sealed envelope addressed to Shelby Lesane, Procurement Advisor II, Fayetteville Public Works Commission, 955 Old Wilmington Road, Fayetteville, North Carolina 28301. The outside of the envelope must be marked SEALED BID: P.O. HOFFER WATER TREATMENT FACILITY GLENVILLE LAKE WATER TREATMENT FACILITY POST-FILTER GAC ADSORPTION FACILITIES CONTRACT NO.67 and shall indicate the name, address and state license number of the bidder. Bids shall be submitted on the printed forms, or exact copies thereof, contained in the Contract Documents.
Each bid shall be accompanied by a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute the Contract in accordance with the bid bond and upon failure to forthwith make payment, the surety shall pay the obligee an amount equal to the amount of said bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the Contract within ten(10) days after the Notice of Award or give satisfactory surety as required by law.
Performance and Payment Bonds are required in the amount of 100% of the Contract amount and shall be furnished by the Contractor.
All Contractors are notified that North Carolina Statutory provisions as to licensing of Contractors will be followed as applicable in receiving and evaluating bids and in reading and awarding the Contract (Chapter 87 of the North Carolina General Statutes).

Fayetteville Public Works Commission reserves the right to reject any or all bids for any reason determined by PWC to be in its best interest, or to award the bid to the lowest responsible bidder or bidders, taking into consideration quality, performance, and the time specified in the bids for the performance of the contract.
The bidder to whom the contract may be awarded must comply fully with the requirements of North Carolina General Statutes Section 143-129, as amended.
No bids may be withdrawn after the scheduled Bid Opening for a period of ninety (90) calendar days.
