
Pender County Transfer Station Upgrades

Sealed bids will be received by the Owner, Pender County, NC, in the Offices of Pender County at 805 S. Walker, Burgaw, NC 28425 until 2:00 p.m., local prevailing time on April 14, 2026, and then at said office be publicly opened and read aloud for the following: Transfer Station Upgrades: Includes construction of a temporary loading area at the existing C&D bulkhead area, demolition of existing metal deflector plates in the transfer station loading tunnel, raising the loading tunnel floor approximately 4-feet, repairing tipping floor, installation of a sacrificial overlay, Site Work: Include relocation of the entrance access road, construction of a new exit ramp, paving and erosion and sedimentation control measures. Access to the site must be maintained at all times. Each Bid must be accompanied by a certified check or a Bid Bond by an acceptable surety company of not less than five percent of the amount of the Base Bid, made payable to the Owner, as a Bid guarantee. A Performance and Payment Bond will be required for the successful Bidder in the amount of one hundred percent of the Contract price, conditioned upon the faithful performance of the Contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the Work under this Contract. Each Bidder must be appropriately licensed as a General Contractor in compliance with NCGS 87. No Bidder may withdraw their Bid within 60 days after the date of Bid opening. The Owner reserves the right to reject any and all Bids and any part of a Bid and to waive formalities and technicalities in the bidding procedure. Due to the nature of this project, only Bids from Bidders with demonstrated past experience with similar projects will be accepted. This experience shall include at least one completed building project with similar components completed in the past 10 years which demonstrates experience by key personnel to be assigned to this project.
Small, minority, and women's businesses and labor surplus area firms are encouraged to participate. Bidders shall make positive efforts to use small and minority-owned businesses and comply with NCGS 143-128.
A non-mandatory Pre-Bid Meeting will be held at the site at 10:00 a.m. on March 31, 2026. Potential Bidders are encouraged, but not required to attend.

Copies of the Contract Documents may be obtained at the offices of Smith Gardner, Inc. upon payment of $180 per set. Each request for Contract Documents must be accompanied by a check made payable to Smith Gardner, Inc. For shipping, a $60 fee will be required.
