NOTICE IS HEREBY GIVEN THAT THE BOARD OF PARK COMMISSIONERS OF THE CITY OF BLOOMINGTON, INDIANA, WILL RECEIVE ELECTRONIC SEALED BIDS FOR THE BELOW-DESCRIBED WORK:
Powerline Trail Development Project
The Contractor shall provide all materials, labor, and equipment necessary to complete the following described project:
This project, titled 'Powerline Trail Development,' shall include, but is not limited to, the installation of a new multi-use trail within the Duke Energy easement located in Bloomington, IN. Work includes preparing the corridor, establishing the trail base, installing the trail surface, constructing drainage features, addressing grading and erosion control needs, restoring disturbed areas and coordinating with City staff and utility partners to ensure all construction activities adhere to local regulations and safety requirements.
The project includes the installation of a 12-foot wide paved trail consistent with City trail standards and all Duke Energy right-of-way requirements. The contractor will also construct a formal trailhead at Rogers Street featuring an informational kiosk, benches, bike racks, and landscaping as well as an ADA-accessible pedestrian crossing on South Rogers Street with a raised crosswalk, curb ramp modifications, and pedestrian-activated warning devices. Additional work includes installing trail connections to the RCA Community Park and restoring any disturbed areas to preconstruction conditions.
All work must follow the approved design plans, meet City of Bloomington's requirements, and be completed within the project's established timeline and budget.
The bid and other data submitted will form the basis of an agreement for the work. Bids must be submitted in proper form, as described in the "Instructions to Bidders" in the Bid information packet, which can be found on the City of Bloomington OpenGov e-Procurement Portal listed below.
A pre-bid meeting will be held at City Hall, 401 N. Morton St, Bloomington, IN 47404, inside the McCloskey Room at 10:30 a.m. on Wednesday, February 25, 2026. Attendance is not mandatory but highly encouraged for contractors who intend to submit a bid for the project.
The City is accepting electronic submissions only through the e-Procurement Portal. Responses must be electronically submitted by 11 a.m. (EST) on Friday, March 6, 2026. Bids will be electronically unsealed at 11:01 a.m. in the presence of the Project Manager and a designated witness and will be shared immediately thereafter in the City of Bloomington Atrium area of City Hall located on the first floor of the Showers Building at 401 N Morton St., Bloomington, IN. Bids will be reviewed and the award may be made at a scheduled subsequent meeting of the Board of Park Commissioners.

The City is introducing a temporary contract compliance process that replaces the previously required Affirmative Action Plan and workforce breakdown form. The new Contract Compliance Certification form addresses key aspects of federal law, which include: (1) nondiscrimination of protected classes; (2) anti-harassment measures; (3) grievance processes for addressing discrimination and harassment; and (4) a prohibition against retaliation. This form will fulfill the requirements outlined in BMC §2.23.180 until the Common Council of the City of Bloomington considers new regulations regarding contracting with the City.
All bidders, quoters, vendors, and grant recipients entering into contracts with the City of Bloomington valued at over $10,000.00 must submit the Contract Compliance Certification Form, which is included in the project information packet, along with all other required documents, as soon as possible.
Anna Holmes, Contract Compliance Officer for the legal department will issue a letter confirming receipt of the certification form and will specify a date for an annual review of the certification. She may be contacted at 812-349-3426 from 8 a.m. to 5 p.m., Monday through Friday. It is strongly advised that you contact Anna Holmes at least 24 hours before the submittal deadline to ensure that your certification form complies with the City's requirements.
The Board of Park Commissioners reserves the right to waive any informalities and to accept or reject any or all bids submitted. Bids may be held by the Board of Park Commissioners for a period not to exceed sixty (60) days, from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders prior to awarding the contract.
