
Public Comment Opportunity - GSC Farms – Queen Creek Water Transfer Environmental Impact Statement
The U.S. Bureau of Reclamation (Reclamation) is leading the preparation of an environmental impact statement (EIS) to further evaluate GSC Farm, LLC's (GSC Farm) partial assignment and transfer of GSC Farm's Arizona fourth priority Colorado River water entitlement, including changing the point of diversion, place and type of use, and transporting the water in the Central Arizona Project canal to the Town of Queen Creek (Queen Creek) in compliance with the Court Orders in Mohave County, et al. v. United States Bureau of Reclamation, et al., Case No. 3:22-CV-08246-MTL (D. Ariz.), dated February 21, 2024, and August 13, 2024. GSC Farm is in La Paz County Arizona. Queen Creek is in Maricopa and Pinal Counties, Arizona (Project).
The EIS will evaluate GSC Farm's assignment of 2,033.01 acre-feet per year (AFY) to the Town of Queen Creek, including wheeling of Queen Creek's entitlement through the Central Arizona Project canal, changing the point of diversion, place of use, and type of use of GSC Farm's and Queen Creek's entitlements as authorized in our Finding of No Significant Impact (FONSI) dated August 24, 2022. Following a legal challenge to the Environmental Assessment and FONSI, the United States District Court for the District of Arizona ordered Reclamation to prepare an EIS on August 13, 2024. The court allowed the FONSI and water transfer contracts to remain in place pending the conclusion of the EIS.
There will be two live web-based Teams Event Public Meetings to present an overview of the project and provide an opportunity to ask questions and comment via written questions submitted during the meeting using the Teams application.
The live web-based Teams Event Public Meetings will be held on Wednesday October 1, 2025, at 12pm and 6pm Mountain Standard Time. The Bureau of Reclamation presentation will start five minutes after the official meeting time. The remainder of time will be allocated for questions and comments from public. Questions or comments can be submitted in writing during the meeting and will be read by the moderator before being responded to by the panel.
The project website (https://www.gscfarmqckwatertransfer.com) will have a link to access the live web-based Teams event public meetings. Presentation materials, including a recording of the meeting, will be posted on the project website following the meeting.
