Public Hearing Notice On October 12, 2024, the Department of Environmental Protection (DEP/Department) drafted an NPDES Permit for the East Stroudsburg Borough WWTP in East Stroudsburg Borough, Monroe County. Written public comments were received during the public comment period. On August 30, 2025, the Department redrafted the Permit. The Department will hold a public hearing to accept additional comments on draft NPDES Permit No. PA0020168 for the discharge of treated sewage from East Stroudsburg Borough WWTP to Brodhead Creek (CWF (existing use)).  The applicant is as follows: East Stroudsburg Borough, 24 Analomink Street, East Stroudsburg, PA 18301Contact: Guy Brink The public hearing will be conducted on Thursday, November 6, 2025, from 5:00 p.m.- 7:00 p.m. at the East Stroudsburg Municipal Building, 24 Analomink St., East Stroudsburg, PA 18301. Representatives from the Department's Clean Water Program will be in attendance. The Department requests that individuals wishing to testify at the hearing submit a written notice of intent to Patricia Monahan at: pamonahan@pa.gov. The Department will accept requests no later thanup to 4:00 PM on November 5, 2025. The Department requests that individuals limit their testimony to 5 minutes so that all individuals have the opportunity to testify. The Department can only review comments made with regard to the draft NPDES Permit No. PA0020168. Written copies of oral testimony are requested. All comments, whether delivered orally during the hearing or submitted in writing, will carry equal weight and consideration with DEP. All iIndividuals attending the hearing will have the opportunity to testify if they so desire; however, individuals who preregister to testify will be given priority on the agenda.
