Public Hearing - Silverstreak Dairies, LLP NOTICE OF HEARING ON SOUTH DAKOTA ECONOMIC DEVELOPMENT FINANCE AUTHORITY AGRICULTURAL DEVELOPMENT REVENUE BOND LIVESTOCK NUTRIENT MANAGEMENT BOND PROGRAM The South Dakota Economic Development Finance Authority will hold a Public Hearing on the 7th day of November, 2025 at the GOED Conference Room, 711 E Wells Ave, Pierre, SD 57501 at 10:00 a.m. CDST. The hearing is on the proposal for the Authority to issue an Agricultural Development Revenue Bond for the Project identified below, in the maximum principal amount as indicated below. The proceeds from the Bond shall be loaned to the Borrower named below (who will be the owner and operator of the Project) for the purpose of financing a portion of the cost of the Project described below. Livestock Nutrient Management Bond Project Number: 6-0045 Project Description: The acquisition of equipment, site work, and construction of improvement for the manure collection, processing, and disposal for the operations of an expanded 5,400 head dairy facility. Maximum Principal: $8,737,340 Owner/Operator: Silverstreak Dairies, LLP Location: 14354 388th Avenue, Warner, SD 57479 Legal Description: SW1/4 of Section 7, Township 121N, Range 63W, Brown County, South Dakota. The Bond, when issued, will be a limited obligation of the Authority and will not constitute a general obligation or indebtedness of the State of South Dakota or any political subdivision thereof, and shall not be payable in any amount by taxation, but the Bond will be payable solely and only from amount received from the Borrower named above under a Loan Agreement between the Authority and the Borrower, the obligation of which will be sufficient to pay the principal of, interest and redemption premium, if any, on the Bond as and when it shall become due. At the time and place fixed for the hearing, all individuals who appear will be given an opportunity to express their views for or against the proposal to issue the Bond for the purpose of financing the Project, and all written comments previously filed with the South Dakota Economic Development Finance Authority, 711 East Wells Avenue, Pierre, SD 57501, will be considered. Additional information regarding the Project described above may be obtained by contacting the Authority at the address shown above. Any individual affected by the above-described Project may, at or prior to the scheduled time for the aforementioned hearing on said Project, file a written request with the Authority that a local hearing be held on the proposal to issue a bond to finance said Project. The hearing is being held in accordance with Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), with respect to the issuance of the Bond as an exempt facility bond under Section 142(a)(6) of the Code.
