The Indianapolis Department of Public Works (DPW) is planning to undertake a pedestrian bridge construction project, funded in part by the Federal Highway Administration (FHWA). The project is located approximately 0.2 miles north of 46th Street, near the intersection of East 46th Street and Keystone Avenue, in Marion County, Indianapolis, Indiana.
Under the preferred alternative, the proposed project will involve the installation of a new pedestrian bridge structure that will consist of a prefabricated truss approximately 133.5 feet in length with a 16-foot out-to-out coping width, and a minimum 17.5-foot vertical clearance. The bridge will consist of a 14-foot-wide clear pathway bordered by an 8-foot-tall wire mesh screening on either side. Mechanically Stabilized Earth (MSE) walls will be built for both approaches to facilitate grade transitions between the new bridge and existing grades for approximately 234 feet northeast of the bridge and 236 feet southwest of the bridge. The pedestrian bridge is a composite of multiple bridge types and structures. The south approach consists of 3 70-foot-span concrete I-Beam bridges and 176 feet of retaining wall. The north approach consists of 3 70-foot-span concrete I-Beam bridges and 278 feet of retaining wall, and the central bridge section is a prefabricated truss approximately 133.5 feet in length with a 16-foot out-to-out coping width. These structures form the proposed pedestrian bridge. Additional work to the existing trail approaches beyond the limits of the MSE walls will be needed to facilitate connection to existing trail segments. This project will require the partial closure of Erie Avenue, which is a cut through (slip lane) from Keystone southwest to 46th Street. Motorists will no longer be able to turn right off Keystone and travel southwest to 46th Street. The permanent closure will be from Keystone to 47th Street with the area between 47th Street to 46th Street remaining open to northeast- and southwest-bound traffic. An access drive will be put in at 49th Street. This will maintain access to an existing driveway that currently accesses Erie Avenue. The section to be closed does not have any active driveways along it. The old roadbed will be removed and replaced with grass. This partial closure is needed to accommodate the new bridge. The bridge and approaches may have permanent LED downlighting. The overall project is approximately 1,100 feet (0.21 mile) in total length. The project will require approximately 0.33 acre of temporary ROW acquisition for construction access. No permanent ROW acquisition is anticipated.
The proposed action does not impact properties listed in or eligible for the National Register of Historic Places. The Indiana Department of Transportation (INDOT), on behalf of the FHWA, has issued a "No Historic Properties Affected" finding for the project due to the fact that no historic properties are present within the Area of Potential Effects (APE)**). In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.4(d)(1), the documentation specified in 36 CFR 800. 11(d) is available for inspection in the offices of Butler, Fairman & Seufert, Inc. Additionally, this documentation can be viewed electronically by accessing INDOT's Section 106 document posting website IN SCOPE at http://erms12c.indot.in.gov/Section106Documents.
