Notice is hereby given that the City of Jersey City in conjunction with the North Jersey Transportation Planning Authority and the New Jersey Department of Transportation will receive sealed proposals from suitable qualified professional consultants/teams to perform Construction Management & Inspection Services for the Marin Boulevard Safety Improvements project in the City of Jersey City, Hudson County, New Jersey.
Sealed bid proposals will be received, opened, and read in public by the Purchasing Agent at City Hall, 280 Grove Street, First Floor, Room 116 in Jersey City, New Jersey 07302 on November 13, 2025, at 4:00 pm
The work of this contract includes professional construction management, inspection, and engineering services required to manage/inspect the construction of the Marin Boulevard Safety Improvements project. All work shall be conducted in accordance with applicable respective guidelines. The successful respondent shall prepare final as-built contract documents based upon the completed project. The related improvements shall be constructed with all features as necessary and as demonstrated in the contract documents. These features may include, but are not limited to milling, resurfacing, traffic signs, traffic markings, traffic signals, drainage, streetscape improvements, curb, sidewalks, and curb extensions.

Construction Plans/Drawings/Specifications may be obtained at the Office of the Director of Purchasing, City Hall, 280 Grove Street, Room 116, Jersey City, New Jersey 07302, (201-547-5221 or 201-547-5930).
Prospective respondents must download RFP requirements and all addendums from www.bidnetdirect.com. Failure to download RFP requirements and acknowledge receipt of addenda, will result in proposal rejection.

All bids and proposals must be delivered to the dedicated lockbox in the Division Purchasing, 280 Grove Street, 1st Floor, Room 116, Jersey City, NJ 07302 prior to the bid reception.

Bids may be submitted in person, sent by U.S. certified mail return receipt requested, or may be sent by private courier service to the dedicated lockbox located at City Hall, Division of Purchasing, 280 Grove Street, First Floor, Room 116, Jersey City, New Jersey 07302, ATTN: Raquel Y. Tosado, Director, QPA.

Bids sent by mail or courier service must be received by the Purchasing Agent no later than 4:00 PM on the last City business day before the day of the bid/proposal reception or no later than 4:00 PM on the day of the bid/proposal reception. Mail/Courier services need to be instructed to hand deliver proposals to the dedicated lockbox. Office hours are Monday through Friday 9:00 AM to 4:00 PM. The City shall not be responsible for the loss, non-delivery or physical condition of proposals sent by mail or courier service. Proposals must be submitted individually in a sealed envelope addressed to the Purchasing Agent. Proposals must comply with specifications. Any proposal received after the date and time specified will be returned, unopened, to the respondent.
Submission should be divided into separate technical and cost proposals. The technical proposal should consist of seven (7) copies sealed and labeled "CONSTRUCTION MANAGEMENT & INSPECTION SERVICES FOR MARIN BOULEVARD IMPROVEMENTS." It should include the proposed methodology, sources, qualifications of the involved individuals and firm. Also, seven (7) bound copies of a cost proposal should be submitted in a separate sealed envelope. The cost proposal shall include the total fee and project tasks summarized in table form with ASCE grades, manhours, manhour costs, manhours per task, total cost, and total manhours, and other necessary costs.
Consultant selection will be based primarily on the qualifications of the firm, key staff assigned to the project and on the firm's ability to understand the purposes, goals, and objectives of the project, and establish appropriate work activities by task to produce recommendations needed.
Qualifications shall be detailed in the proposal (for the consultant and its sub-consultants) in its own selection of the proposal and shall include a statement of qualifications, detailed experience and expertise, description of relevant projects, and resumes of key personnel. Resumes of each employee should be limited to no more than two pages each. This is a 100% Federally funded project and all applicable federal and state laws/regulations will be applied. The ESBE goal requirement for this project is a minimum of 9.95% participation by New Jersey certified ESBE firms.
Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq., and as such, Respondents are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.
The City reserves the right, in its sole judgment and in accordance with the law, to reject any Respondent that submits incomplete responses to this Request for Proposals or a proposal that is not responsive to the requirements of this Request for Proposals.
