Take notice that an application for a Flood Hazard Area (FHA) Individual Permit will be submitted to the New Jersey Department of Environmental Protection (NJDEP), Division of Land Resource Protection (DLRP) for the Project described below:

PROJECT NAME: Merck Rahway Next Gen Bio Project
PROJECT DESCRIPTION:
The Project will involve the expansion an existing stormwater depressional area onsite which provides additional storage for two (2) existing stormwater basins onsite in order to support the construction of the Next Gen Bio (NGB) Building on the Merck Campus. The Project will also involve the construction of a one-story ±125,283 SF building used to house medical research equipment on the Merck Campus. Ancillary features proposed onsite include: construction of an outdoor equipment yard composed of gravel and concrete and exterior equipment pads to house gas tanks;the realignment of a concrete sidewalk and planting of landscaped trees, shrubs and seeding of maintained lawn around the new building; the installation of various utilities that include but are not limited to: gas lines, water lines, electric lines, telecommunication lines, chemical sewers and security lighting. The installation of stormwater management infrastructure that includes conveyance pipes, inlets, manholes, roof drains, two (2) subsurface extended detention basins and a biofiltration system (green infrastructure) to assist with stormwater filtration;the regrading of an existing stormwater depressional area to exceed the overflow storage capacity of the existing facility while incorporating the new Project;construction of a new section of flood wall and modification to an existing section of floodwall.
An FHA Individual Permit is required for the Project to demonstrate compliance for regulated activities due to the regrading and expansion of the stormwater depressional area that was previously approved by NJDEP as this area was historically situated within the flood hazard area of Kings Creek. The Project also meets the definition of a "major development" due to the increased impervious surfaces and land disturbance onsite. The regraded stormwater depressional area onsite will meet or exceed the existing storage capacity.
