Matt Harp on behalf of Lake Poygan Sportsmen's Club, PO Box 76, Larsen, WI 54947 has applied to the Department of Natural Resources for a permit to construct two breakwater structure segments as Phase 3 (considered "Miscellaneous structures"). The project is located on Lake Poygan in SW 1/4, NE 1/4, Section 34 Township 20N, Range 14E located in Town of Wolf River, Winnebago County. The proposed project is for Phase 3 as a continuation of the on-going breakwater structure project. Phase 3 includes construction of Segments 4 and 5 out of a total of 11 segments planned. Overall, the proposed project phase will provide protection of 144 acres of aquatic and near-shore habitat, 1,458 feet of wetland shoreline, and is part of a larger project that will ultimately restore over 9,000 feet of shoreline and approximately 540 acres of wetland and aquatic environments. Segments 4 and 5 includes the use of limestone materials between 8 and 30 inches in diameter (no fines) with a 140ft opening between existing Segment 3 and proposed Segment 4 and a 100ft opening between proposed Segments 4 and 5. The structures will each be 650ft in length and between 2-3ft in height above the normal summer pool elevation with 2:1 side slopes on the quiet-water side and 3:1 side slopes on the open-water side of the structures. The footprint (bottom) width is between 47-49ft and the structures top width will be 6ft. Construction is to be completed by barge during openwater conditions. Segments will be marked and lit to visibly notify lake users during construction as well as floating hazard buoys to be in place before and during construction. Structures will be monitored for 2 years after construction to track and repair (as needed) settling of the structure. The Department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The Department will determine whether the proposal complies with ss. 1.11, 30.12 and Ch 30.208, Wis. Stats., and ch. NR 150, Wis. Adm. Code. The Department has made a tentative determination that it will issue the permit for the proposed activity. A request for hearing must include the docket number or applicant name and specify the issues that the party desires to be addressed at the informational hearing. If no hearing is requested, the Department may issue its decision without a hearing. If a public informational hearing is held, comments must be postmarked no later than 10 days following the date on which the hearing is completed.
