PLEASE TAKE NOTICE that the applicant, Cellco Partnership d/b/a Verizon Wireless ("Applicant"), the contract lessee of a portion of the property located at 64 Paulinskill Lake Road and 56 Paulinskill Lake Road, within Fredon Township, New Jersey, also known as Block 402, Lots 2 and 2.01 respectively on the Tax Assessment Map (hereafter referred to as the "Property"), has made application to the Fredon Township Land Use Board for a use variance, height variance, bulk variances and preliminary and final site plan approval, with design waivers, to install a FCC licensed wireless telecommunication facility on the Property within the RA Residential Agricultural Zone ("RA Zone") and within the South Shore Terrace Scenic Corridor. The proposed wireless telecommunication facility will include, but is not limited to, a 173 foot tall lattice tower with faux windmill (i.e., 160 feet tall as measured to the top of the proposed lattice tower and 173 feet tall to the top of the faux windmill) with nine panel antennas and appurtenances attached thereto at a height of 154 feet. On the ground, the Applicant is proposing a new 50 foot x 50 foot fenced compound within which it will install three equipment cabinets, a 30KW emergency back-up generator and appurtenances on a new 10 foot x 25 foot concrete pad with 10 foot tall canopy. A new transformer, meter bank and concrete bollards will be installed adjacent to the compound. A new retaining wall (i.e., less than 48 inches high) shall be installed around the ground compound. The proposed tower and ground compound will be located on Block 402, Lot 2 while access to same will be from Block 402, Lot 2.01. A use variance is required since wireless telecommunication facilities are not permitted within the RA Zone and to allow more than one principal use on the same lot since the Property is currently used for farming and residential purposes. A height variance is also required since the maximum permitted height in the RA Zone is 35 feet and the proposed tower with windmill will reach a height of 173 feet. In addition, the Applicant requests the following additional bulk variances and design waivers: (1) a bulk variance to allow for new overhead utilities to be run to the wireless telecommunication facility within the Scenic Corridor; (2) a bulk variance since the required separation distance from a 173 foot tall tower to a residential zone is 320 feet, whereas the tower is being proposed within a residential zone; (3) a design waiver since no landscaping is proposed around the wireless telecommunication facility; and (4) a design waiver to allow for an outdoor generator. Finally, the Applicant requests any additional approvals, variances, waivers, exceptions or any other relief which may be deemed necessary upon review of the application by the Land Use Board.
A public hearing to consider and take action on this application will be held by the Fredon Township Land Use Board on November 17, 2025 at 7:00 p.m. within the Municipal Building located at 443 Route 94, Fredon Township, N.J. 07860. At the time of said hearing, you may appear either in person, or by attorney and present testimony which you may have with respect to the subject matter of this hearing.
All documents relating to this application will be available for public review at least ten (10) days prior to the aforesaid meeting during regular business hours in the office of the Land Use Board Secretary located in the Municipal Building located at 443 Route 94, Fredon Township, N.J. 07860.
