PLEASE TAKE NOTICE that the Planning Board ("Board") of the City of Asbury Park ("City") will hold a PUBLIC HEARING on March 16, 2026, at 7:00 p.m. in the City Council Chambers at the City of Asbury Park Municipal Building, One Municipal Plaza, Asbury Park, New Jersey, for the purpose of reviewing and taking formal action upon the application ("Application") of APW Redeveloper LLC (the "Applicant") for preliminary and final major site plan approval, minor subdivision approval, and design exceptions, involving property located at 320 Asbury Avenue and formally designated on the official tax maps of the City as Block 3801, Lot 1.02 (the "Property"). The Property, which is within the City's Waterfront Redevelopment Area, is a triangular lot bounded by Asbury Avenue to the north, Cookman Avenue to the south, and an existing development to the east. Development of the Property is governed by the Waterfront Redevelopment Plan ("WRP").
The Applicant proposes a two-phase development consisting of three (3) buildings and related site improvements. To accommodate the development, the Applicant seeks to subdivide the Property into two (2) building lots, referred to in this Notice for ease of reference as proposed "Lot A," being approximately 1.498-acres, and proposed "Lot B," being approximately 0.448 acres—so that Phase 1 proceeds on proposed Lot A and Phase 2 proceeds on proposed Lot B. The final lot designations will be determined by the City's Tax Assessor. In Phase 1, the Applicant proposes: (i) a five (5) story multifamily building containing fifty (50) condominium units; and (ii) a four (4) story townhome building containing nine (9) townhome units. In Phase 2, the Applicant proposes a three (3) story mixed-use building fronting the Asbury Avenue/Cookman Avenue intersection with approximately 5,000 sq. ft. of dividable ground-floor commercial space and eight (8) residential units on the second and third floors. In total, the Project will yield approximately sixty-seven (67) residential dwelling units and associated residential parking.
In connection with the foregoing, the Applicant also seeks design exceptions/waivers from certain architectural standards of the WRP, including, without limitation, provisions relating to window and door materials and configurations (including sliding doors and windows), flush-mounted windows, window operability, balcony support and depth, multiple balconies on principal façades, window sills, and façade color palette; provisions related to the size of the garage doors; provisions related to commercial fenestration; provisions related to the character of building frontages, such as the type and transition of materials, roof design, and relationship to pedestrian connection; and such other relief, deviations, variances, submission waivers, interpretations, and approvals as may be reflected on the filed plans (as the same may be amended without further notice) and as may be determined to be necessary during the review and processing of the Application.
When this case is called, interested parties may appear, either on their own behalf or by attorney, and present any questions or objections they may have regarding this Application, in accordance with the guidance provided by the Chair. The hearing may be continued or adjourned to such further or other dates as the Board may determine, without further notice.
The application, maps, plans and related supporting materials will be available for public inspection on the Planning Board website (https://www.cityofasburypark.com/240/Planning-Board) and at the Office of Planning and Redevelopment in the Asbury Park Municipal Building, One Municipal Plaza, Asbury Park, New Jersey 07712, during regular business hours, which are posted as typically being between 8:30 am and 4:30 pm, Monday through Friday (excluding holidays).
