Notice of Request for Qualifications
for Provision of Emergency Ambulance Service to Morgan County
Due March 31, 2026
The Morgan County Commission (MCC) and the Morgan County Emergency Medical Services Board, Inc. (MCEMSB) are seeking to retain a firm licensed in West Virginia, to provide emergency ambulance services in Morgan County, West Virginia, along with reciprocal areas with Frederick County, Virginia, and any other adjacent states. The goal is to identify and evaluate a range of eligible providers to provide emergency ambulance service to residents of Morgan County.
All firms interested in being considered must submit a proposal detailing qualifications, management, and staffing capabilities, related prior experience, and explanation of firm's current errors and omissions insurance coverage. To be considered for award firms must be registered in the System for Award Management (https://sam.gov). An outline of the emergency ambulance services expected to be provided, including the reciprocal areas of service for informational purposes, will be provided upon request.
A competitive evaluation process will objectively select qualified firms for discussions to include Scope-of-Work and Estimated Probable Costs to establish a contract for the highest quality of service at a realistic fee. Accordingly, technical qualifications, available resources and experience will be weighed heavily. Submittals to mclingerman@morgancountywv.gov must be received prior to 4pm on March 31, 2026.
All applicable laws, rules, and regulations including Title VI of the Civil Rights Acts of 1964, President's Executive Order No. 11246, and Conflict of Interest Statement and Access to Records provisions. The selected firm must also comply with the Minority/Women-Owned Business Enterprise and Affirmative Action requirements. The MCC and MCEMSB will afford full opportunity to women-owned and minority business enterprises that submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin. The contract will be awarded to the firm whose proposal demonstrates that they are best qualified to carry out the services within the scope of work and other factors considered.
