PLEASE TAKE NOTICE that the applicant, T-Mobile Northeast LLC, the contract lessee of a portion of the property located at 21 Mill Street, City of Paterson, New Jersey, also known as Block 4609, Lots 9, 9.01 & 9.02 on the Tax Assessment Map (hereafter referred to as the "Property"), has made application to the Paterson Zoning Board of Adjustment for use variance, bulk variance and site plan approval to install a stealth FCC licensed wireless telecommunication facility within the existing mixed use commercial/residential building on the property within the Great Falls Historic District ("GFHD Zone"). The facility will include, but is not limited to, six panel antennas and six remote radioheads installed within the building's existing 89 foot tall clock tower. The existing clock tower exterior walls will be replaced in part with radio frequency permeable material which will match the building façade. The only other exterior improvements associated with the proposed wireless telecommunication facility is the installation of one HVAC unit installed on the west side of the building between the 1st and 2nd floor and proposed condensate lines run on the exterior of the building to the HVAC unit. In addition, equipment cabinets and appurtenances will be installed within a vacant room located on the 5th floor of the building. A use variance is required since wireless telecommunication facilities are not a permitted use in the GFHD Zone. A bulk variance is require since the existing transformer on the Property is less than 3 feet from the existing property line whereas a minimum of 3 feet is required. Finally, the Applicant requests any additional approvals, variances, waivers, exceptions or any other relief which may be deemed necessary upon review of the application by the Zoning Board of Adjustment.
A special public hearing to consider and take action on this application will be held by the Paterson Zoning Board of Adjustment on April 2, 2026 at 7:30 p.m. in the Council Chambers, 3rd floor, City Hall, located at 155 Market Street, Paterson, N.J. 07505. This notice is sent to you by the applicant by Order of the Board. When this matter is called you may appear either in person, by agent, or attorney and present any objections you may have to the granting of this application. If you have no objections to this matter you do not have to be present at the meeting.
All documents relating to this application will be available for public review at least ten (10) days prior to the aforesaid meeting during regular business hours in the Division of Planning and Zoning, located at 125 Ellison Street, 4th Floor, Paterson, N.J. 07505 (call 973-321-1343 to schedule an appointment with the Board Secretary).
