Public Notice
A public meeting will be held on Tuesday April 28, 2026, at 12:00 PM at the Amarillo City Hall, located at 623 S. Johnson Street, Amarillo, Texas 79101, to discuss the City of Amarillo's proposed Hollywood Road II Wastewater Treatment Facility (HR II WWTF) Project. A facility expansion is being designed on city-owned property adjacent to the existing Hollywood Road Wastewater Treatment Facility. The existing Texas Commission on Environmental Quality (TCEQ) discharge permit will be amended prior to construction to authorize the increased flow rate and the modified outfall. The proposed project is needed to address operational and reliability issues, serve existing users, and accommodate future growth. This project includes planning and design of: A wastewater treatment facility expansion including headworks, clarifiers, influent and effluent pump stations, sludge handling and dewatering, chemical feed systems, odor control, standby power generation, yard piping, and integrated electrical, controls, and SCADA systems on existing City of Amarillo property sized to support a 10 million gallons per day (MGD) expansion. Planning and design of sanitary sewer effluent and influent lines and an additional outfall location are also proposed.
The meeting will be conducted in an open house format from 12:00 PM to 1:00 PM. An agenda item for the project will also be included in the 1:00 PM City Council Meeting. The purpose of this meeting is to provide an overview of the project and offer an opportunity to discuss the project and potential environmental impacts.
This project is not anticipated to involve planned design or construction within a 100-year floodplain or disturbance to potential wetlands. The anticipated project schedule, potential impacts, and potential mitigation measures can be discussed during the open house.
The total estimated planning and design cost of the project is approximately $74 million; approximately $60 million of which is being funded through Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF). An application for financial assistance has been filed with the Texas Water Development Board, P.O. Box 13231, Austin, TX 78711.
Prior to this project, the average monthly bill for a typical resident is $41.59. An average user rate increase of $1.66 per month could be required to finance this project, for a projected average monthly total of $43.25.
A draft Environmental Information Document (EID) has been prepared for the project and is available for public review at the Amarillo City Hall, located at 623 S. Johnson Street, Amarillo, Texas 79101, between the hours of 8 AM and 5 PM, for a period of 30 days following the date of this notice.
