Public Notice Pursuant to the PENNSYLVANIA CLEAN STREAMS LAW, the PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION Rules and Regulations, the SURFACE MINING CONSERVATION, and RECLAMATION ACT, as amended, notice is hereby given that Rosebud Mining Company, 301 Market Street, Kittanning, PA 16201, has applied to the Pennsylvania Department of Environmental Protection for renewing its existing surface coal mine SMP #56960106 and related NPDES permit #PA0234192 known as the Horner Mine. The current permits were issued on December 23, 1996 and will expire on December 23, 2026. These renewals do not contain any revisions. This operation contains 352.6 acres in Lincoln Township, Somerset County and is located at 433 Northfork Road, Somerset, PA 15501. Outfall 007 (40° 06' 33", 79° 08' 53"), Outfall 008 (40° 06' 33", 79° 09' 19"), and Outfall 013 (40° 06' 33", 79° 08' 42") discharge treated surface runoff and mine drainage to the North Branch Quemahoning Creek. All of the areas can be found on the Bakersville, PA 7 ½ minute USGS quadrangle map. A copy of the application is available for public inspection at the PA Department of Environmental Protection, Cambria District Office, 286 Industrial Park Road, Ebensburg, PA 15931. Written comments, objections, or a request for public hearing or informal conference may be submitted to the Department of Environmental Protection, Cambria District Office, 286 Industrial Park Road, Ebensburg, PA 15931 within 30 days from the date of the final (4th) publication of this notice and must include the person's name, address, telephone number, and a brief statement as to the nature of the objection(s).
