Draft Environmental Assessment
Lane County Right-of-Way Fuels Reduction
The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) is proposing to fund Lane County Public Works – through the Oregon Office of Emergency Management – for implementation of the proposed Lane County Right of Way Fuels Reduction Project (Project). The Project would remove dead, diseased, or dying trees and adjacent vegetation considered hazardous wildfire fuels from segments ranging from less than 1 mile to approximately 40 miles along 39 County roadways for a total of approximately 300 miles of treatment. The proposed fuels reduction treatments would reduce the volume of hazardous trees and fuels, decrease the overall risk for wildfire ignition and spread, and manage invasive species in a Wildland Urban Interface.
FEMA has prepared a Draft Environmental Assessment (EA) to evaluate the project pursuant to the National Environmental Policy Act of 1969 and FEMA's implementing instruction. The Draft EA also evaluates the No Action Alternative, which describes future conditions if FEMA would not fund the proposed hazardous fuels reduction treatments. Hard copies of the Draft EA are available at the Eugene Public Library located at 100 West 10th Avenue, Eugene, Oregon.
FEMA will take into consideration any substantive comments received during the public review period to inform the final decision regarding grant approval and Project implementation. If no significant issues are identified during the comment period, FEMA will finalize the EA, issue a Finding of No Significant Impact (FONSI), and fund the Project. The FONSI will be posted to FEMA's website. Unless substantive comments are received, FEMA will not publish another public notice for this project.
The deadline for submitting written comments on the Draft EA is January 6, 2026. Comments should be either mailed to Science Kilner, Regional Environmental Officer, Region X, 130 228th Street SW, Bothell, WA 98021 or submitted via email to fema-r10-ehp-comments@fema.dhs.gov. Please include "Lane County" in the subject line of any correspondence.
