Public Notice of Petroleum Release, Spill or Overfill Local health departments are required by statute (IC 13-23-16) to notify the public when a released regulated substance is discovered at an underground or aboveground storage tank site, in the surrounding area, or when a spill or overfill occurs. On December 4, 2025, the Indiana Department of Environmental Management (IDEM) received a confirmed release report from the owner/operator of Former Hoosier Energy Rec Inc., located at 190 East Ellis Road in or near Bloomington in Monroe County.
