Public Notice of Programmatic Agreement Between Indian Health Service and Arizona State Historic Preservation Officer for Phoenix Indian Medical Center Master Plan
The Indian Health Service (IHS) is developing a Master Plan for the redevelopment of the Phoenix Indian Medical Center (PIMC) at 4212 N. 16th Street in Phoenix, Arizona. The Master Plan will involve multiple immediate, short-term, and long-term activities, including interior and exterior rehabilitation or renovation of existing buildings, demolition of existing buildings, new construction, and infrastructure improvements.
The PIMC Master Plan is subject to compliance under Section 106 of the National Historic Preservation Act (NHPA), 54 U.S.C.§ 306108, and its implementing regulations at 36 C.F.R. Part 800, Protection of Historic Properties. Activities undertaken as part of the Master Plan have the potential to adversely affect the PIMC Historic District, which the IHS determined to be eligible for listing in the National Register of Historic Places. The IHS and Arizona State Historic Preservation Officer are developing a Programmatic Agreement (Agreement) to streamline the review of activities under the Master Plan and ensure that the activities avoid or mitigate adverse effects to historic properties.
IHS welcomes the comments of interested parties and organizations on the development of the Agreement. Under separate notice, IHS is requesting comments on the Agreement from the Advisory Council on Historic Preservation and Phoenix Area American Indian Tribes.
