Public Notice of Public Hearing Pursuant to EDPL Article 2
Village of Briarcliff Manor, County of Westchester, State of New York
PLEASE TAKE NOTICE that the Board of Trustees of the Village of Briarcliff Manor (the "Board") will hold a public hearing pursuant to Article 2 of the Eminent Domain Procedure Law on Tuesday, August 4, 2026, at 7:30 pm, at the William J. Vescio Community Center, One Library Road, Briarcliff Manor, New York 10510.
Subject of the Public Hearing: The subject of the public hearing will be the proposed construction of a new parking lot on property located at 1168 Pleasantville Road, Briarcliff Manor, NY, identified on the Town of Ossining Tax Map as Section/Block/Lot 98.10-1-46 ("Proposed Project").
Purpose of Hearing: The purpose of the public hearing is to outline: the purpose, use and benefit to be served by the proposed Project; the proposed location of the proposed Project and the reasons for the selection of that location; reasonable alternatives, if any, to the proposed Project; the general effect of the proposed Project on the environment and its social and economic impact on the residents of the Village of Briarcliff Manor and the surrounding area; and other relevant information.
Public Participation: Persons may appear at the public hearing in person or by agent and will be given a reasonable opportunity to present oral or written statements and to submit other documents or information concerning the proposed Project. Persons who wish to file written statements and other documents in place of or in addition to oral statements made at the public hearing should mail such statements or documents to the Clerk's Office, Village Hall, 1111 Pleasantville Road, Briarcliff Manor, New York. In the alternative, written statements and documents can be emailed to Christine Dennett, Village Clerk, CDennett@briarcliffmanor.gov. Written comments or submissions received on or before 12:00 pm on Friday, August 14, 2026, will be included in the hearing record.
Availability of Information: A general description of the Proposed Project, a map or diagram of the property proposed to be acquired, and a statement briefly describing the public use, benefit or purpose will be available for public inspection during regular business hours at Village Hall, Clerk's Office, 1111 Pleasantville Road, Briarcliff Manor, NY, and on the Village's website, beginning July 23, 2026.
Accessibility: The hearing location is reasonably proximate to the property proposed to be acquired and is accessible to persons with disabilities. ANY PROPERTY OWNER WHO MAY SUBSEQUENTLY WISH TO CHALLENGE THE CONDEMNATION OF THEIR PROPERTY VIA JUDICIAL REVIEW MAY ONLY DO SO ON THE BASIS OF ISSUES, FACTS AND OBJECTIONS RAISED AT SUCH PUBLIC HEARING.
