REQUEST FOR PROPOSALS (RFP)
CITY OF GREAT FALLS DOWNTOWN PARKING MANAGEMENT SYSTEM
Notice is hereby given that the City of Great Falls is soliciting formal proposals from qualified vendors to provide a parking management system that reduces manual processes, streamlines parking operations, improves the customer experience, supports enforcement and permit management, integrates appropriate technology-based automation, and provides reliable data for financial and operational decision-making.
The City expects the selected solution to support, at a minimum, payment processing, permit management, citation management, enforcement tools, reporting, customer communications, and garage-related access and automation functions.
The City of Great Falls Downtown Parking Program includes two parking garages, four surface lots, and on-street parking across the downtown core. Together, these facilities provide over 2,000 public parking spaces and generate revenue from meters, kiosks, leases, permits, and citations.

Proposals shall be submitted in PDF format and may include supporting appendices. Proposals must be received in the office of the City Clerk, 2 Park Drive South, Room 204, Great Falls, Montana 59401or P.O. Box 5021, Great Falls, MT 59403 by 1:00 PM MST on Friday, July 17, 2026.
