REQUEST FOR PROPOSALS
NOTICE IS HEREBY GIVEN THAT THE BOARD OF PARK COMMISSIONERS OF THE CITY OF BLOOMINGTON, INDIANA, WILL RECEIVE ELECTRONIC SEALED PROPOSALS FOR THE BELOW-DESCRIBED WORK:
2025 Banneker Community Center Gymnasium Roof and Drainage Project
The City of Bloomington Parks & Recreation is soliciting proposals for repair and water drainage solutions at the Banneker Community Center Gymnasium, located at 930 W. 7th St., Bloomington, Ind. This project is made possible with assistance from the Indiana Landmarks Black Heritage Preservation grant program. The Contractor shall provide all necessary materials, labor, and equipment to complete the project. This project shall include, but is not limited to, roofing system evaluation and alternative solutions for water infiltration issues, roof repairs and coatings, drainage system upgrades, and interior finishes and conditions.
A non-mandatory pre-proposal meeting will be held at the Banneker Community Center, 930 W. 7th St., Bloomington, Ind., on Mon., Oct. 20, 2025, at 10 a.m. Attendance is not mandatory but highly encouraged for contractors who intend to submit a proposal for the project.
The City is accepting electronic submissions only through the OpenGov e-Procurement Portal. Responses must be electronically submitted by Mon., Nov. 10, 2025, by 12 noon (EST). Responses received after this date and time will not be considered or accepted. The Proposals will be unsealed publicly at 10 a.m., Wed., Nov. 12, 2025, and read aloud immediately thereafter at the Banneker Community Center, 930 W. 7th St., Bloomington, Ind.

The City is implementing a temporary contract compliance process that covers specifically what long-standing federal law protects: (1) nondiscrimination of protected classes; (2) anti-harassment; (3) grievance processes for discrimination and harassment; and (4) prohibition of retaliation. The following contract compliance process will be used to satisfy the requirements in BMC §2.23.180 until such time that the Common Council of the City of Bloomington considers new code regulations concerning contracting with the City.
All bidders, quoters, vendors, and grant recipients with the City of Bloomington for projects in excess of $10,000.00 must submit the Contract Compliance Certification Form provided in the RFP information packet before submitting a proposal, or as part of your proposal submission, by the submittal deadline. The form replaces the previously required Affirmative Action Plan and workforce breakdown form and must be on file in the legal department. The legal department will provide a letter acknowledging receipt of the certification form and specifying a date for an annual review of the certification.

The Board of Park Commissioners reserves the right to waive any informalities and to accept or reject any or all proposals submitted. Proposals may be held by the Board of Park Commissioners for a period not to exceed sixty (60) days, from the date of the opening of Proposals, for the purpose of reviewing the submittals and investigating the qualifications of contractors prior to awarding the contract.
