REQUEST FOR PROPOSALS Minnesota Housing Partnership (MHP) has received notice of the award for Preservation and Reinvestment Initiative for Community Enhancement (PRICE) funds from the Office of Housing and Urban Development. MHP is soliciting proposals from Cooperatives to implement an infrastructure program to improve, repair or replace infrastructure that serves resident owned manufactured housing communities and proposals for the acquisition of manufactured home communities that will result in a conversation to a resident owned manufactured housing community. The location of the Cooperative must be within Minnesota or Wisconsin. The respondent will work in conjunction with CoNorth to complete the project. MHP's RFP includes a description of the services to be provided by respondents; the minimum content of the responses; and the factors to be used to evaluate the responses. Consistent with Section 3 of the Housing and Community Development Act of 1968, PRICE regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with this PRICE-assisted project will be extended to local lower-income residents. Further, to the fullest extent possible, business concerns located in or substantially owned by inhabitants of the project area will be utilized. MHP notifies all respondents on any Contract entered pursuant to this advertisement, Disadvantaged Business Enterprises (D.M.E.) will be afforded full opportunity to submit proposals and will not be subjected to discrimination on the basis of race, color, sex, age, religion, or national origin.
