CONSTRUCTION MANAGER-AT-RISK (CMAR) TWO-STEP PROCUREMENT
Ropes Independent School District (ISD) is accepting proposals from qualified firms to provide Construction Manager-at-Risk (CMAR) services for the Ropes ISD 2025 Bond Projects (RFQ/RFP No. 26-001).
The scope of work encompasses comprehensive construction services for district-wide improvements funded under the 2025 Bond election, and related facility modernizations as detailed in the RFQ/RFP documents. The total project budget is $19,795,000.00, with an estimated construction budget of approximately $17,000,000.00.
In accordance with Texas Government Code § 2269.251, the District is utilizing a Two-Step Selection Process. Proposers must submit Step One (Qualifications) and Step Two (Cost/Fees) simultaneously in separate, sealed envelopes.
SUBMISSION DEADLINE:
Sealed proposals are to be received by hand delivery or mail only at the Ropes ISD Administration Office no later than Monday, June 15, 2026, at 3:00 P.M. (Local Time).

Proposals received after the designated date and time will not be accepted and will be returned unopened. Step One: Proposer names only will be publicly read aloud at 3:00 P.M. on the submission date at the Conference Room.

All requests for clarification or interpretation must be submitted in writing to Superintendent Dade Cosby via email at dcosby@ropesisd.us no later than Monday, June 8, 2026, at 5:00 P.M.

THE DISTRICT RESERVES THE RIGHT TO REJECT ANY OR ALL PROPOSALS AND TO WAIVE IRREGULARITIES OR INFORMALITIES AS MAY BE DEEMED IN THE DISTRICT'S BEST INTEREST.
BY TENDERING A RESPONSE TO THE DISTRICT'S RFP, THE CMAR ACKNOWLEDGES THAT HE HAS READ AND FULLY UNDERSTANDS THE REQUIREMENTS FOR SUBMITTING A RESPONSE, AND THE PROCESS USED BY THE DISTRICT FOR SELECTING A CMAR. FURTHER, BY SUBMITTING A RESPONSE, THE CMAR FULLY, VOLUNTARILY AND UNDERSTANDINGLY WAIVES AND RELEASES ANY AND ALL CLAIMS AGAINST DISTRICT, AND ANY OF ITS TRUSTEES, OFFICERS, AGENTS AND/OR EMPLOYEES THAT COULD ARISE OUT OF THE ADMINISTRATION, EVALUATION, OR RECOMMENDATION OF ANY PROPOSAL SUBMITTED IN RESPONSE TO THE DISTRICT'S RFP.
