East Wastewater Treatment Plant Expansion

The City of Fernley is soliciting Statements of Qualifications (SOQ) from qualified firms or individuals to provide professional engineering design services for the expansion of the East Wastewater Treatment Plant (WWTP) in Fernley, Nevada. Additional details regarding the City's needs and required services are provided in the Request for Qualifications ("RFQ") document. The purpose of this RFQ is to retain professional engineering services to design the expansion of the EWWTP in Fernley, Nevada. The selected consultant will provide complete engineering services for the expansion of the existing facility.
The project includes, but is not limited to:
Abandonment of existing waste stabilization ponds
Design and specification of new sequencing batch reactors
Design of onsite chlorine generation systems
Design to accommodate existing and future buildout demands
Design, permitting, construction of infrastructure necessary for effluent reuse and
(Additional services) technical assistance with loan and grant funding opportunities
The City wishes to construct a mechanical wastewater treatment plant in anticipation of growth and increasing flows to the EWWTP. Through this RFQ, the City seeks a consultant with expertise in wastewater design, municipal wastewater treatment infrastructure, and federally funded project delivery. The selected firm will be responsible for developing complete design documents and supporting regulatory compliance and permitting and bidding and construction to ensure the timely and successful completion of this critical wastewater treatment project. Each qualified Proposer shall submit a Statement in accordance with the requirements and schedule outlined in the RFQ.

Pre-Proposal Conference:
An, in-person, non-mandatory pre-statement conference will be held at Fernley City Hall located at 595 Silver Lace Boulevard, Fernley, NV 89408 on March 5th, 2026 at 2:00 pm PT.
Deadline for Submitting Questions:
The deadline for all questions related to the RFQ shall be submitted to the City by March 26th, 2026 at 5:00 pm PT.
Statement Submittal Deadline:
Each qualified Proposer shall submit a Statement in accordance with the requirements and schedule outlined in the RFQ to the City by April 2nd, 2026 at 1:00 pm PT
