REQUEST FOR QUALIFICATIONS (RFQ): WEATHERIZATION CONTRACTORS
Community Affairs and Resource Center (CARC) is seeking qualified energy-efficiency contractors to provide Weatherization Energy Conservation Services to Monmouth County residents under DOE, DOE BIL, and LIHEAP Weatherization grants. Contractors must be responsible, experienced, readily available, have at least three (3) favorable references, and have successfully completed similar projects.
CARC intends to award contracts to multiple contractors, with possible extensions and renewals based on continued state and federal funding. Awards will be made to respondents most advantageous to CARC, based on qualifications and other factors at CARC's discretion.
Bid packages will be available beginning Tuesday, October 7, 2025, at:

All RFQ submissions are due by Tuesday, October 21, 2025, at 4:00 p.m. Packages must be on CARC forms, sealed, clearly marked "Weatherization Programs RFQ," and submitted by USPS or hand-delivery. Emailed submissions will not be accepted. Submissions will be publicly opened on Wednesday, October 22, 2025, at 10:00 a.m.
CARC reserves the right to reject any or all responses and to make awards deemed in the best interest of CARC and the Weatherization Assistance Program. Contractors must comply with NJSA 10:2-1 through 10:2-4 and P.L. 1975, c.127 regarding non-discrimination. Minority- and women-owned businesses are encouraged to apply.
