REQUEST FOR STATEMENTS OF QUALIFICATIONS CONSTRUCTION MANAGER AT RISK (CMAR) Halo Vista Automall — Offsite Public Infrastructure Improvements Notice is hereby given that Automall at Halo Vista JV II, LLC, an Arizona limited liability company (the "Developer"), is requesting Statements of Qualifications (SOQs) from qualified firms to provide Construction Manager at Risk (CMAR) construction services for the Halo Vista Automall offsite public infrastructure improvements, located at Interstate 17 and Carefree Highway in Phoenix, Arizona. The Work consists of the construction of three (3) new public collector roadways and associated public infrastructure, including grading and earthwork, asphalt paving, curb and gutter, sidewalks, landscaping, storm drainage facilities, street lighting, signing and striping, and dry and wet utility improvements within the public right-of-way, constructed to City of Phoenix and MAG standards for dedication to and acceptance by the City. This procurement is being conducted under Arizona Revised Statutes, Title 34. One (1) contract may or will be awarded, and one (1) firm may or will be awarded the contract. Selection will be based on demonstrated competence and qualifications; a single final list of not fewer than three (3) and not more than five (5) firms will be established. The Request for Statements of Qualifications (RFSQ) may be obtained by contacting the Developer's representative, Kimley-Horn and Associates, Inc., at automall.infra@kimley-horn.com. All questions must be submitted in writing to that address no later than 5:00 p.m. (local time) on July 16, 2026. Statements of Qualifications are due no later than 12:00 noon (local time) on July 30, 2026, and must be submitted by email as a single Adobe PDF file to automall.infra@kimley-horn.com.
