RFP No. 2026-01 CITY OF MONTICELLO Request for Proposals for Grant Administration Services The City of Monticello is hereby requesting qualified consulting firms and individuals submit formal proposals in response to this Request for Proposals No. 2026-01 for Grant Administration Services. The City of Monticello has been awarded Community Development Block Grant Disaster Recovery (CDBG-DR) Infrastructure Repair Program (IRP) funded under the Disaster Relief Supplemental Appropriations Act, from the U.S. Department of Housing and Urban Development (HUD), through and awarded by the Florida Department of Commerce under grant agreement number MS039 in the amount of $14,158,044 for the Wastewater Collection & Transmission System Hardening Project. The city will select one or more consulting firms for the administration of the proposed project. Grant Administration Services will encompass all project-related implementation activities, including but not limited the tasks listed in the full RFP No. 2026-01 Scope of Work. Any questions or to request a full copy of this RFP No. 2026-01 shall be submitted in writing to Steve Wingate, Interim City Manager, email: citymanager@mymonticello.net. All questions and requests must be received by August 12, 2026. Evaluation Criteria and Scoring to be utilized in selection/award of qualifying consultant(s): Evaluation Criteria Score Firm Information and Experience: The capacity and capability of the firm to perform all aspects of the CDBG-DR-related engineering activities. Max 20 Points Staff Qualifications and Capabilities: The specialized experience and technical competence of the staff to be assigned to the project with respect to CDBG-DR activities or related work. Max 20 Points Proposed Approach and Project Management Style: Implementation timeline and outline of proposed tasks to be performed and control of costs. Max 20 Points Experience with replacement/repairs to water lines and systems, sewer lines and systems, drainage and flood mitigation systems. Max 20 Points 5. Fee Schedule Max 5 Points Quality of projects and responses from Respondent references. Max 15 Points Total Score: Max 100 Points Sealed proposals will be received by the City of Monticello, in City Hall until: 3:00 pm Wednesday, August 12, 2026 Respondents shall submit one (1) original and five (5) copies in a sealed envelope marked "SEALED PROPOSAL FOR CDBG-DR GRANT ADMINISTRATION SERVICES" to the City of Monticello at the following address: CITY OF MONTICELLO Roosevelt Brooks, City Clerk 245 South Mulberry Street Monticello, FL 32344 Proposals will be publicly opened on August 13, 2026, at 3:00 at City Hall.
