Request for Proposals for Grant Administration Services
The City of Monticello is hereby requesting qualified consulting firms and individuals submit formal proposals in response to this Request for Proposals No. 2026-01 for Grant Administration Services. The City of Monticello has been awarded Community Development Block Grant Disaster Recovery (CDBG-DR) Infrastructure Repair Program (IRP) funded under the Disaster Relief Supplemental Appropriations Act, from the U.S. Department of Housing and Urban Development (HUD), through and awarded by the Florida Department of Commerce under grant agreement number MS039 in the amount of $14,158,044 for the Wastewater Collection & Transmission System Hardening Project. The city will select one or more consulting firms for the administration of the proposed project.
Grant Administration Services will encompass all project-related implementation activities, including but not limited the tasks listed in the full RFP No. 2026-01 Scope of Work.
Any questions or to request a full copy of this RFP No. 2026-01 shall be submitted in writing to Steve Wingate, Interim City Manager, email: citymanager@mymonticello.net. All questions and requests must be received by August 12, 2026.

Firm Information and Experience: The capacity and capability of the firm to perform all aspects of the CDBG-DR-related engineering activities.

Staff Qualifications and Capabilities: The specialized experience and technical competence of the staff to be assigned to the project with respect to CDBG-DR activities or related work.

Proposed Approach and Project Management Style: Implementation timeline and outline of proposed tasks to be performed and control of costs.

Experience with replacement/repairs to water lines and systems, sewer lines and systems, drainage and flood mitigation systems.

Sealed proposals will be received by the City of Monticello, in City Hall until:
3:00 pm Wednesday, August 12, 2026
Respondents shall submit one (1) original and five (5) copies in a sealed envelope marked "SEALED PROPOSAL FOR CDBG-DR GRANT ADMINISTRATION SERVICES" to the City of Monticello at the following address:

Proposals will be publicly opened on August 13, 2026, at 3:00 at City Hall.
The City of Monticello reserves the right to reject any and all proposals, to waive any informalities or irregularities in the proposal process and to award the contract(s) in the best interest of the City. Administration service contract(s) may be subject to grant/loan award and release of funds by the funding agency.
