RFQ NO. 2026-01 CITY OF MONTICELLO COMMUNITY DEVELOPMENT BLOCK GRANT-DISASTER RECOVERY (CDBG-DR) PROFESSIONAL ENGINEERING SERVICES REQUEST FOR QUALIFICATIONS (RFQ) The City of Monticello (hereinafter the "City") hereby requests statements of qualification (SOQs) from qualified individuals or firms to provide professional engineering services for the City's Community Development Block Grant-Disaster Recovery (CDBG-DR) Infrastructure Repair project, Grant No. MS039, in the amount of $14,158,044. The City's Wastewater Collection & Transmission System Hardening Improvements Project includes lift station rehabilitation or replacement, force main replacement or upsizing, construction of new manifolded force mains, installation of permanent standby generators with automatic transfer switches at critical facilities, electrical and mechanical hardening, and system-wide SCADA integration. The City has also been allocated funding through the Florida Department of Environmental Protection (FDEP) State Revolving Fund (SRF), under the Supplemental Appropriation for Hurricanes Helene and Milton (SAHM). The selected firm will also be considered for negotiations to provide engineering services for this project, subject to funding availability and successful negotiation. Engineering services will encompass all project-related engineering services, including but not limited to the following: preliminary and final design plans and specifications, preparation of the construction procurement Invitation to Bid (ITB) and construction support services, field testing, surveys, inspections, and related, and CEI services. Evaluation Criteria and Scoring to be utilized in selection/award of qualifying engineer(s): Evaluation Criteria Score Knowledge of State and Federal rules governing the CDBG Small Cities Program and other programs serving municipalities with populations under 10,000 Max 30 Points Experience with projects funded through CDBG Small Cities, CDBG-Disaster Recovery (DR), and CDBG-Mitigation (MIT) programs Max 30 Points Experience with municipal engineering projects Max 10 Points Staff Qualifications and Capabilities: The Specialized experience and technical competence of the staff to be assigned to the project with respect to CDBG-DR activities or related work Max 10 Points Proposed Approach and Project Management Style: Implementation timeline and outline of proposed tasks to be performed and control of costs, including task outline Max 10 Points Familiarity with local conditions or ability to become familiar with local conditions Max 10 Points Total Score: Max 100 Points Sealed SOQs will be received by the City of Monticello, City Hall until: 3:00 PM Wednesday, August 12, 2026 Respondents shall submit one (1) original and two (2) copies in a sealed envelope marked " SEALED SOQ FOR CDBG-DR PROFESSIONAL ENGINEERING SERVICES" to the City of Monticello at the following address: City of Monticello, City Hall 245 S.
