NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that an application for preliminary and final major site plan approval has been made by Sugar Leaves LLC (the "Applicant") to the Rockaway Township Planning Board (the "Planning Board") in connection with the premises identified as Block 10201, Lot 3 on the official tax map of the Township, more commonly known as 420 East Blackwell Street, Rockaway Township, New Jersey (the "Property").
The Applicant seeks approval to occupy approximately 2,075 square foot within a portion of the existing building located on the Property for the operation of a Class 5 Cannabis Retailer. The Property is located in the I Industrial District where the proposed cannabis use is permitted. The scope of the proposed improvements include the fit-out of a portion of the existing building along with the installation of new stairs and an accessible ramp to access the building, easy spot paver marking system to delineate parking spaces in existing gravel areas, site lighting, and signage.
In connection with this application, the Applicant seeks bulk variance relief related to signage in the I District to permit the following conditions: (1) a freestanding sign within the front yard setback; (2) a freestanding sign with a height of 15.6 feet where a maximum 6 feet is permitted; (3) a sign area of 25.5 square feet where 6 square feet is permitted; and (4) a 3 feet by 8.5 feet sign where only one dimension of any sign may exceed two (2) feet. (§§54-30.11.H.2; 54-30.11.H.3 (b)-(c)).
The Applicant also seeks waiver relief related to exterior site lighting to permit the following conditions: (1) a uniformity ratio of 4.3:1 where a maximum uniformity ratio for 4:1 is permitted for general parking and pedestrian areas; (2) a uniformity ratio of 4.2:1 where a maximum uniformity ratio of 3:1 (high & medium activity) and 4:1 (low activity) is permitted for vehicle use areas; and (3) illumination at the property line of 1.9 footcandles where 0.5 footcandles is permitted. (§54-29.10D and E).
Finally, the Applicant seeks such interpretations, approvals, amendments to prior approvals, deviations, variances, submission waivers, design exceptions and/or other relief as may be deemed necessary or appropriate by the Applicant or the Planning Board in connection with this application.
The application is now on the agenda of the Planning Board and a public hearing has been scheduled for November 17, 2025 at 7:30 p.m., or as soon thereafter as the matter may be heard, in the Council Meeting Room of the Rockaway Township Municipal Building, 65 Mount Hope Road, Rockaway Township, New Jersey, at which time you may appear either in person, or by agent or attorney, and present any questions, concerns or statements which you may have with respect to the application.
Copies of the application, plans and all supporting documents are on file with the Planning Department, Rockaway Township Municipal Building, 65 Mount Hope Road, Rockaway Township, New Jersey and may be inspected by the public during regular business hours, Monday through Friday.
The Planning Board may at its discretion, adjourn, postpone, or continue the hearing from time to time, and you are hereby notified that you should make diligent inquiry of the Planning Board Secretary concerning such adjournments, postponements, or continuations.
