Request for Proposals for Asset Manager
PUBLIC NOTICE OF REQUEST FOR PROPOSALS (RFP)
Notice is hereby given that Bloomington Housing Authority will accept electronic and/or written proposals until 2:00 p.m. local time, on July 10, 2026, at rstill@blha.net, for the following project:
Asset Management Company Project #2026-12
SCOPE OF WORK:
Serve as asset manager for several apartment complexes and manage the rehabilitation of the same complexes.
The estimated start date is July 2026.

Each proposal must include a bid guarantee, equivalent to five percent (5%) of the proposal amount, in the form of a bid bond, certified check or cashier's check, payable to the BHA. Detailed proposal requirements will be listed in the Project Documents. BHA reserves the right to reject any and all proposals and to waive irregularities. Proposals are to be good for sixty (60) days. A contract will be awarded to the proposer who provides the most advantageous proposal. Proposal scoring criteria will be provided in the project documents.
Contractor and all sub-contractors will be required to comply with all applicable Federal, State, and Local regulations, codes, and requirements.
The work to be performed under this contract is subject to the requirements of the Section 3 Act.
All equipment must comply with BABA.
BHA requires drug-free workplace certifications.
Disadvantaged, W/MBE, Veteran Owned, and Section 3 businesses are encouraged to bid.
