Request for Proposals for Property Management
Notice is hereby given that
Bloomington Housing Authority
will accept electronic and/
or written proposals until 2:00
p.m. local time, on July 24,
2026, at rstill@blha.net, for
the following project:
Property Management Company
Project #2026-12
SCOPE OF WORK:
Serve as propperty manager for
several apartment complexes.
The estimated start date is
September 2026.
You may contact Ryan Still at
rstill@blha.net to request the
project documents, which will
be available July 10, 2026.
Each proposal must include
a bid guarantee, equivalent
to five percent (5%) of the
proposal amount, in the form
of a bid bond, certified check
or cashier's check, payable to
the BHA. Detailed proposal
requirements will be listed in
the Project Documents. BHA
reserves the right to reject any
and all proposals and to waive
irregularities. Proposals are to
be good for sixty (60) days.
A contract will be awarded to
the proposer who provides the
most advantageous proposal.
Proposal scoring criteria will
be provided in the project
documents.
Contractor and all subcontractors
will be required
to comply with all applicable
Federal, State, and Local regulations,
codes, and requirements.
The work to be performed
under this contract is subject
to the requirements of the
Section 3 Act.
All equipment must comply
with BABA.
BHA requires drug-free workplace
certifications.
Disadvantaged, W/MBE,
Veteran Owned, and Section
3 businesses are encouraged
to bid.
