Request for Qualifications Reissued for Selected Sub Contractors North Mashpee Wakeby Pond Regional Satellite Facility Town of Mashpee, MA Firms interested in providing bidding on the construction of the North Mashpee Wakeby Pond Regional Satellite Facility project are invited to submit a Statement of Qualifications (SOQ) to the Town of Mashpee. This Request for Qualifications (RFQ) procurement is conducted pursuant to M.G.L. Chapter 149, contained in Section 44 D1/2 and 44 D3/4. This RFQ is the first phase of a two-phase procurement process as set forth in M.G.L. Chapter 149. A Prequalification Committee has been established and has solicited and received Statement of Qualifications (SOQ) packages for General Contractors and Subcontractors. Additional SOQ packages are now being requested for the three subcontractor categories noted below. (New: Fire Protection Sprinkler System; Reissue: Plumbing, Roofing & Flashing). The PREQUALIFICATION COMMITTEE will evaluate submitted SOQs based upon the identified evaluation criteria and will select those respondents it deems qualified. Only those respondents deemed qualified will be invited to bid in response to a detailed set of plans and specifications which will be issued in the second phase of the procurement process. Estimated Total Construction Cost: $14 million Roofing and Flashing (Re-issue):$40,000 Fire Protection Sprinkler Systems (New):$100,000 Plumbing (Re-issue):$70,000 Estimated Construction Duration: 21 months. Project involves construction of a 31,000 gallon per day (gpd) average daily flow wastewater treatment facility (WWTF) located off 0 Gunters Lane in Mashpee, MA. The facility will use an advanced biological wastewater treatment process. The treatment system is a compact setup consisting of a series of underground tanks, manufacturer-supplied equipment, and an operations building that houses electrical components, blowers, and a chemical feed system. Additionally, six leaching beds will be installed to manage effluent discharge. The project will be subject to the minimum wage rates set under the Massachusetts Prevailing Wage Laws and Davis Bacon Wage Laws. It is anticipated that the Notice to Proceed will be granted by June 30, 2026. This process will prequalify contractors and subcontractors in accordance with applicable sections of M.G.L. c. 149. Interested firms must submit a SOQ by the deadline set for submission. The Prequalification Committee will review and evaluate the SOQs received. The Prequalification Committee anticipates concluding the RFQ evaluation process within 30 days from submission of SOQs. Only those firms determined to be qualified by the Prequalification Committee will be invited and permitted to submit a bid on the project. Firms that are not selected as qualified by the Prequalification Committee and firms that do not participate in the RFQ phase will be precluded from bidding on the project. All further required public notice information regarding the Project, including the prequalification evaluation criteria and the selection process, is included in the RFQ which shall be available to interested General Contractors and Subcontractors at the electronic location set forth in the advertisement.
