Subcontractor Bid Packages for GMP 6 – Construction of new Raw Water Transmission Main (RWTM) and Finished Water Transmission Main (FWTM)
Haskell-CDM Smith, a Joint Venture (Haskell-CDM Smith), is requesting qualified contractors to submit bid proposals for subcontract bid packages for the Riviera Beach Utility Special District (RBUSD) ("Owner") Water Treatment Facilities Design-Build Project ("Project") located near 2391 Avenue L, Riviera Beach, FL 33404. Bid proposals will be used in the development of a Guaranteed Maximum Proposal (GMP) for construction of a new 14 million gallons per day (MGD) membrane water treatment facility located near the intersection of Avenue L and Blue Heron Boulevard with associated water transmission mains.
SCOPE OF WORK: Haskell-CDM Smith, a Joint Venture ("Design-Builder" or "Contractor") is pleased to invite your company to view and bid on one or multiple Riviera Beach bid packages. Scopes of work involved for this project include subcontract packages for construction of new raw water and finished water transmission main piping. The work will include site clearing and demolition of existing surfaces for pipe trenching, maintenance of traffic, pipe installation by means of open cut installation, horizontal directional drilling, and micro tunneling, and surface restoration of pipe alignment corridors. Transmission mains shall be HDPE for the raw water transmission main and ductile iron for the finished water transmission main.
BID DOCUMENTS AND BID DUE DATE: Bids will be due Thursday, October 30th, 2025 at 2:00 p.m. Eastern Time via electronic transmittal to Haskell-CDM Smith through the Design-Builder's selected online bid platform, BuildingConnected.
In order to appear on the Plan Holder's List and receive all project notifications including addenda, prospective bidder shall request and obtain a copy of the Contract Documents and Specifications from Haskell-CDM Smith through the online bid platform by sending an email to RivieraBeach.WTF@haskell.com. Bid Documents will be posted to all pre-qualified subcontractors. All questions and correspondence shall be directed to the Design-Builder through the online bid platform.
Bids shall be submitted electronically via the BuildingConnected platform by the bid due date and time. Bids will be electronically sealed upon submission and will not be opened until after the bid period has expired. Bids will be unsealed and read in the presence of the project Owner. Public opening of bids will not take place.
LOCAL BUSINESS: Local businesses within Palm Beach County, FL are encouraged to participate in the project. However, no special consideration for local businesses will be given in the evaluation of bid proposals.
DAVIS-BACON ACT AND AMERICAN IRON AND STEEL REQUIREMENTS
This project is being considered for funding through the State Revolving Fund (SRF) Program. The loan recipient and selected bidders must be in compliance with all applicable Federal, Davis-Bacon Act, American Iron and Steel, and United States-Produced Iron and Steel in Public Works Projects requirements.
BUILD AMERICA, BUY AMERICA PROVISION REQUIREMENTS: This project is being considered for funding through the State Revolving Fund (SRF) Program. The loan recipient and selected bidders are required to comply with The Build America, Buy America ("BABA") provision. Bid proposals for this project shall require the identification of costs to comply with BABA provisions.
CIVIL RIGHTS LAWS The Contractor, and all subcontractors at any tier, shall comply with the Age Discrimination Act of 1975, Section 13 of the Federal Water Pollution Control Act Amendments of 1972 [CWSRF only], Section 504 of the Rehabilitation Act of 1973, and Title VI of the Civil Rights Act of 1964. These four laws prohibit discrimination in the provision of services or benefits, on the basis of race, color, national origin, sex, handicap or age.
DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS: Any contract or contracts awarded by the Owner through this invitation for bids may be funded by a SRF program. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Program's Disadvantaged Business Enterprises (DBE) requirements. In particular, Minority Owned Business Enterprises (MBE's) and Women-Owned Business Enterprises (WBE's) are encouraged to participate in the project. Prospective bidders intending to let any lower-tier goods or services (including construction) subcontracts for any portion of the Work shall take good faith efforts to assure that MBEs and WBEs are utilized, when possible, as sources of goods and services.
SPECIAL NOTICE TO DISADVANTAGED BUSINESS ENTERPRISES (DBE) FIRMS: All qualified Disadvantaged Business Enterprises (DBE) firms desiring to bid as a General Contractor, sub-contractor, professional service provider, supplier, or equipment vendor are encouraged to contact the Haskell-CDM Smith JV via Email to RivieraBeach.WTF@haskell.com in order to obtain copies of bidding/contract documents. The Design-Builder and Owner by its governing regulations reserves the right to accept or reject any or all bids received, to waive any informalities in bidding and to re-advertise. All interested bidders shall respond to this notice and request Bid Documentss which can be obtained upon written request by contacting the project bid administrator via e-mail at RivieraBeach.WTF@haskell.com. Bid Documentss will be electronically transmitted to all pre-qualified subcontractors.
