CONTRACT 1-2024
Licking Regional Water District (OWNER) is requesting Bids for the construction of the following Project:
State Route 161–Mink Street Water Line Extension
Contract 1-2024
Electronic Bids for the construction of the Project will be received by OWNER until January 15, 2026 at 1 p.m., local time. At that time the Bids received will be publicly downloaded and read aloud via teleconference. The login information for the teleconference is as follows: (309) 205-3325, Conference ID 948 2195 0461.
The Project includes the following Work: Installation of approximately 16,000 feet (FT) of 16-inch (IN) water line along Beaver Road, Burnside Road, and Jersey Mill Road; 1,000 FT of 8-IN water line along Jersey Mill Road; and 300 FT of 18-IN water line under State Route 161. The water line will be installed by open cut and HDD methods.

For this Project, Bids will ONLY be received and accepted via the online electronic Bid service through QuestCDN.com. To access the electronic Bid Form, download the Project Documents and click the Online Bidding button.
The Issuing Office is Strand Associates, Inc.®, 500 Neil Avenue, Suite 110, Columbus, OH 43215. Bidding documents may also be reviewed at Licking Regional Water District, 8675 York Road, Pataskala, OH 43062.
All Bidders submitting a sealed Bid shall obtain the Bidding Documents from QuestCDN.com.
Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive.
The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the Bidder's maximum Bid price.
CONTRACTOR shall pay wages to each laborer and mechanic at a rate not less than the minimum wages specified in the current wage determination as published by the State of Ohio Department of Commerce.
OWNER reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 60 days after the time set for receiving Bids.
Contract award shall be made based on the lowest responsive and responsible Bidder.
