GBF MISCELLANEOUS PUMPING AND HIGH STRENGTH WASTE IMPROVEMENTS
CONTRACT 250006
Electronic Bids for the construction of the GBF Miscellaneous Pumping and High Strength Waste Improvements Project will be received by Green Bay Metropolitan Sewerage District (GBMSD) (OWNER) until March 31, 2026, at 10 a.m., local time. At that time the Bids received will be publicly downloaded and read aloud via teleconference. The login information for the teleconference is as follows:

The Project includes the following Work: Replace four return activated sludge and two aeration basin drain pumps, replace four waste activated sludge pumps with modulating valves, replace high strength waste (HSW) tank lining system, replace HSW piping and add new HSW force main, replace existing PVC ash slurry pipeline with abrasion resistant piping, associated demolition, structural, process mechanical, and electrical work.
A mandatory pre-bid meeting will be held March 10, 2026, at the Green Bay Metropolitan Sewerage District Green Bay Facility, 2231 North Quincy Street Green Bay, WI 54302, where a meeting and site tour will occur at 10 a.m. local time. Bids will not be accepted from Bidders that do not have a representative at the pre-bid conference.

All Bidders submitting a sealed Bid shall obtain the Bidding Documents from QuestCDN.com.
Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive.

PRE-BID QUALIFICATION: Only Bidders that have been prequalified by OWNER can be listed as the Prime Contractor in the Bidding and Contract Documents. Bids received from Bidders who have not been prequalified by GBMSD will not be considered and their Bids will be considered unresponsive. It is mandatory that all Bidders who intend to be listed: (a) fully complete the Prequalification Information Request; and (b) be approved by GBMSD in order to be on the final qualified Bidders list. Bidders shall use the Prequalification Information Request form provided with the Bidding Documents.
This Prequalification Information Request is exclusive to this GBF Miscellaneous Pumping and High Strength Waste Improvements project. Prequalification for this project does not imply that the Bidder will be prequalified for other current or future GBMSD projects.
Prequalification forms submitted by Bidders are not public records and are not open to public inspection. All information provided will be kept confidential to the extent permitted by law. However, the contents may be disclosed to third parties for the purpose of verification or subsequent investigations.
Prequalification Information Requests must be received by 5 p.m., local time, March 10, 2026, and shall be emailed to Robert Brown at bbrown@newwater.us. Forms received after the specified time will not be considered.
Each Bidder submitting a Prequalification Information Request will be notified individually of their prequalification status by March 13, 2026.
LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 200.11, 66.0901, and 779.15 of the Wisconsin statutes.
CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.
BID REJECTION/ACCEPTANCE: OWNER reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of OWNER.
BID WITHDRAWAL: No Bid shall be withdrawn for a period of 115 days after the scheduled opening of the Bids without the consent of OWNER.
BID SECURITY: The Bid must be accompanied by Bid security made payable to OWNER in an amount of 5% of the Bidder's maximum Bid price.
WAGE RATES: Prevailing wage rates are not required for this Project.
