General Notice
Green Bay Metropolitan Sewerage District (Owner) is requesting Bids for the construction of the following Project:
Green Bay Metropolitan Sewerage District Administration Building Elevator Modernization
Architect Project No. 26-34211
Bids for the construction of the Project will be received through QuestCDN.com via their electronic VirtuBid online service, until Tuesday, July 7, 2026 at 2:00 p.m. local time. Refer to schedule for more information.
Project Scope: The elevator scope of work to be included under this section is for a "full modernization" of the existing building elevator and associated components. The purpose of the modernization is to address the non-operational elevator, but also to extend the life of the existing elevator while improving the dependability and serviceability in the future. Attached is a scope of work for elevator component replacement to be considered as a basis of the elevator modernization. It is the responsibility of the elevator contractor / supplier to make an assessment of the existing elevator and components to determine the extent of repair and replacement required and other Work indicated in the drawings and specifications.
The Owner reserves the right to select all, a portion, or none of the projects to execute at the end of the bidding period as part of the Contractor-Owner Contract. A single Contractor shall be selected for the work as selected by the Owner unless otherwise negotiated after the project bidding. A payment and performance bond as outlined in the Division 01 will be required as a part of the project. The Owner shall be required to select desired projects for execution by the selected Contractor prior to execution of the final contract between Owner and Contractor.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Architect will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Pre-bid Conference
An optional pre-bid conference and walk through for the Project will be held at 2:30 p.m. local time on Tuesday, June 23, 2026.
Legal Provisions: The Contract letting shall be subject to the provisions of Section 200.11, and 779.15 of the Wisconsin Statutes.
Bid Security: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.
Contract Security: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.
Bid Rejection/Acceptance: The Owner reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of the Owner.
Bid Withdrawal: No bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner, or otherwise be at risk of forfeit of Bid Security.
