SECTION 00020 – ADVERTISEMENT AND INVITATION TO BID Sealed proposals will be received electronically via the PennBid Program by Union Township, Lebanon County, for 2026 Paving Projects until 10:00 a.m. prevailing time on Wednesday, February 11, 2026 at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter. All bidding documents and specifications are available at no cost on PennBid: (https://pennbid.bonfirehub.com) Each proposal must be accompanied by a certified check, bank cashier's check, trust company treasurer's check or bid bond (in the required form) for ten percent (10%) of the bid total. The work generally includes roadway base repairs of Green Point School Road and Campmeeting Road. Campmeeting Road is to be overlayed, with overlay of Green Point School Road being an add alternate. Bidders are advised that prevailing wage rates and record-keeping procedures established by the Pennsylvania Department of Labor & Industry shall apply for bids over $100,000 and that minimum salaries and wages as set forth in the Contract Documents shall be paid on the project. All Bidders must be PennDOT pre-qualified in order to submit a bid. To demonstrate Bidder's qualifications to perform the Work, Bidder shall submit with its Bid a copy of their ECMS PennDOT Approval Pre-Qualification Summary Page for the Prime Contractor and all Sub-Contractors. Union Township hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
