SECTION 00020 – ADVERTISEMENT AND INVITATION TO BID Sealed proposals will be received electronically via the PennBid program by the Fredericksburg Sewer & Water Authority for the 2026 FSWA Paving Repair Project until 10:00 a.m. prevailing time on Wednesday, April 1, 2026. The bid results will be posted on PennBid shortly thereafter. All bidding documents and specifications are available at no cost on PennBid: https://pennbid.bonfirehub.com Each proposal must be accompanied by a bank cashier's check or bid bond (in the required form) for ten percent (10%) of the bid total. The work generally includes pavement removal, base course installation, and binder course installation on Tree Line Avenue, Beech Avenue, South Center Street, Shirksville Road, Elk Drive, Deer Drive, and Greble Road. The project work is located entirely in Bethel Township, Lebanon County, Pennsylvania. Individual descriptions of the work for each bid item are set forth in the bid documents. Questions shall be submitted via the "Public Q&A" feature within PennBid. Pursuant to Act 89, bidders are advised that prevailing wage rates and record-keeping procedures established by the Pennsylvania Department of Labor & Industry shall apply for bids over $25,000 and that minimum salaries and wages as set forth in the Contract Documents shall be paid on the project. The Fredericksburg Sewer & Water Authority hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects, or irregularities in any bid at its sole discretion.
