INVITATION TO BID
Sealed bids from General Contractors for "Well 2 & 5 GAC Media Replacement, Barnstable Fire District Water Department, Barnstable, MA (thereafter the Work) shall be received by the Barnstable Fire District Water Department at 255 Breeds Hill Road, Barnstable, MA 02630 until 11:00 a.m. Local Time on June 17, 2026 at which time and place all bids will be publicly opened and read aloud.
All interested Contractors are advised to attend the Pre-Bid Meeting to be held on June 3, 2026, 10:00 AM at the Well 2 & 5 GAC WTP located at 239 Breeds Hill Road, Barnstable, MA. All bidders are strongly encouraged to attend.
Contract Documents may be obtained from H2Olson Engineering, Inc., by contacting Stephen Olson by phone (508-375-7007) or email (sco@h2olsonengineering.com) and may be examined, but not obtained, at the Barnstable Fire District Water Department at 255 Breeds Hill Road, Barnstable, MA 02630, between the hours of 8:30 A.M. and 4:30 P.M., Monday thru Friday, beginning on May 20, 2026.
Contract payment will be by the unit price method and the lump sum price method as indicated on the Bid Proposal. No Bidder may withdraw his/her Bid for a period of thirty (30) calendar days after the actual date of the opening of the Bids.
Wage rates for this project are subject to the minimum wage rates per M.G.L., Chapter 149, and Sections 26 to 27 G, inclusive as contained in Appendix A of the Contract Documents.
The bidding and award of the Contract shall be in full compliance with Chapter 30B of the General Laws of the Commonwealth of Massachusetts as last revised.
This project shall also comply with Sections 39F, 39K, 39N, and 39O of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised and included in Appendix B.
Each bid shall be accompanied by a bid security in the amount of 5 percent of the Bid. The Bid Security shall be in the form of a bid bond or certified treasurer's or cashier's check.
Successful bidder must furnish 100 percent Construction Performance Bond and 100 percent Construction Payment Bond.
The Project shall be phased over a three (3) year period and include the removal, storage, reactivation, and installation of GAC media at the Well 2&5 GAC Water Treatment Plant. The initial Contract will include the removal, storage, reactivation of spent GAC and the installation of virgin GAC. The Contract duration shall be 3.0 years (36 months or 1,095 days), commencing from the date of the Notice to Proceed. At the Owner's discretion, Contract Amendments will be prepared for Year 2 and Year 3 to reflect the actual quantity of GAC media removed/reactivated/replaced/supplied in each year. The total adjusted Contract price shall be amended based on the quantity of GAC and the respective Contract unit price for GAC. The owner reserves the right to decline or enter into a Contract Amendment based on the availability of funding.

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be the best interest of the Barnstable Fire District Water Department.
The Owner reserves the right to omit part or whole of any proposed work to be performed, as described in the Contract Documents, as may be required to maintain the total cost of work within available funds.
