SECTION 001113 – ADVERTISEMENT AND INVITATION TO BID
Sealed proposals will be received electronically via the PennBid Program by City of Lebanon, Lebanon County for the Southwest Park Improvements Project – Phase 2.
There will be three (3) separate prime contracts for the general, electrical, and plumbing contractors.
Bids for Contract No. 1 (General Construction) will be opened at 10:00 a.m. on Friday, September 26, 2025. Bids for the other two contracts will be opened at 1:00 p.m. on Friday, September 26, 2025. Bid results will be posted on PennBid shortly thereafter.

Each proposal must be accompanied by a bank cashier's check or bid bond (in the required form) for ten percent (10%) of the bid total.
Contract No. 1 (General Construction) includes, but is not limited to, demolition of existing concrete pads and walkway; demolition of existing stormwater drainage inlets, catch basins, and drainage pipes; removal of existing trees; construction of a 12' x 16' equipment building; construction of a paved walkway; construction of a concrete splash pad (excluding installation of parts and equipment); milling and resurfacing of existing paved walkways; installation of stormwater inlets, catch basins, and drainage pipes; installation of a water supply line to 3,000 gallon reservoir tank; installation of a sewer discharge line from 24" diameter x 8' deep HDPE basin to existing sewer lateral; all earthwork (i.e., trenching and backfilling) associated with installation of electrical components by electrical contractor; all earthwork (i.e., trenching and backfilling) as needed for installation of plumbing components by plumbing contractor; lawn grading and restoration; and other associated work as more fully described on the construction drawings. The General Contractor shall be responsible for developing and coordinating the overall project work schedule among all three prime contractors as well as arranging and managing periodic job progress meetings, as deemed necessary.
Alternate 1 (additive) for Contract No. 1 (General Construction) includes, but is not limited to, installation of a six (6) foot high chain-link fence surrounding the splash pad area and connecting to the existing community building.
Alternate 2 (additive) for Contract No. 1 (General Construction) includes, but is not limited to, installation of Aqua Tile surfacing at Splash Pad (or approved equal).
Contract No. 2 (Electrical Construction) includes installation of panelboard, circuit breakers, electrical conduit, wiring, lighting, receptacles, exhaust fan, motorized louvres, electrical control panels, and other associated work as more fully described on the construction drawings. Any earthwork associated with Contract No. 2 (Electrical Construction) is the General Contractor's (Contract No. 1) responsibility.
Contract No. 3 (Plumbing Construction) includes, but is not limited to, installation of certain owner-supplied parts and equipment as needed for operation of the splash pad's water features; installation of all water supply/return piping and drains between the proposed equipment building, 24" diameter x 8' deep HDPE basin, 3,000 gallon reservoir tank and concrete splash pad; installation of a submersible pump and 24" diameter x 8' deep HDPE basin; and other associated work as more fully described on the construction drawings. A complete list of all parts and equipment to be supplied by the Owner for installation by the plumbing contractor is provided on the construction drawings. All other parts and equipment shall be supplied by the plumbing contractor. Any earthwork associated with Contract No. 3 (Plumbing Construction) is the General Contractor's (Contract No. 1) responsibility.
Prevailing wage rates and record-keeping procedures established by Pennsylvania Department of Labor & Industry shall apply to the project.
A non-mandatory pre-bid conference will be held at 10:00 a.m. on Wednesday, September 17, 2025 at Lebanon City Hall, 735 Cumberland Street, Lebanon, PA 17042.
The City of Lebanon hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects, or irregularities in any bid at its sole discretion.
